Under the Feeds Regulations, 2024, you will need a licence if you conduct any or all of these prescribed activities alone or in combination:
- manufacturing, storing, processing, packaging, labelling or selling a livestock feed that is to be sent or conveyed from 1 province/territory to another
- manufacturing, storing, processing, packaging, labelling or selling a livestock feed that is to be exported
- storing, processing, packaging, labeling or distributing a livestock feed that has been imported for sale

Preventive control plans
Whether you require a licence or not, if you manufacture, store, package, label, sell or export a feed, you must prepare, implement, keep and maintain a preventive control plan (PCP). The PCP must include:
- a hazard analysis (Feeds Regulations, 2024, section 59(1))
- preventive controls related to the operations of the livestock feed establishment (section 59(2))
- preventive controls to comply with other relevant regulatory requirements, such as meeting standards and labelling requirements (section 59(3))
When you apply for your licence you will be asked to attest that you have a PCP. Your PCP must include all the activities that are included in your licence even if you are not currently conducting all these activities.
