Tracking of imported meat products with restricted end use

Introduction

Meat products imported into Canada may not be eligible for export to other foreign countries due to animal health, public health or trade concerns between the foreign countries. The conditions negotiated for import into Canada may not satisfy requirements of countries to which Canada exports meat products, even when the meat products are further processed in Canada. These meat products are considered to have restricted end use.

Imported meat products with restricted end use must be identified and controlled to prohibit export to any country for which the product is ineligible.

Establishments receiving meat with restricted end use

Canadian licence holders, licenced for slaughter and processing that receive meat with restricted end uses, may not be eligible to export to other countries. Depending on the exporting countries requirements, implications of receiving this product could result in de-listment of the establishment for export or could require the establishment to implement strict control procedures including identification of the restricted meat product and segregation policies. Segregation policies must ensure non eligible product is not used to prepare product for export and that there is no cross contamination between eligible and non eligible meat products during receiving, handling, storage or shipping of the product.

Licence holders of storage establishments will be eligible for export activities provided the fully packaged restricted meat products are stored separately stacked and clearly identified (with respect to the origin and export restriction) and not in contact with any meat product eligible for export.

All Canadian establishments (including storages) must maintain inventory records regarding origin of all meat received and the destination of meat shipped from their premises. CFIA inspectors shall routinely monitor the operators control procedures and inventory records of restricted end use products.

Import inspection rooms in registered establishments must be subject to a complete clean up and sanitation immediately after each inspection of product with restricted end use other than commercially sterile products packaged in hermetically sealed containers.

Establishments which fail to control restricted end use products will be reported by the Inspector in Charge to the export program specialist at the appropriate area office, who in turn shall inform the national manager of the Exports Program, Food Import and Export Division in Ottawa.

Transfer certificate

Unauthorized receipt of restricted end use product may result in loss of export eligibility. Transfer of restricted end use meat products between registered establishments should be pre-authorized by the Inspector in Charge of the establishment.
