International food audits and verification activities

The Canadian Food Inspection Agency (CFIA) conducts international verification activities to help ensure food imported into Canada meets our requirements. We aim to ensure that the systems and controls implemented by our trading partners are aligned with those in Canada.

Why we do audits, assessments or verifications in other countries

The CFIA periodically conducts audits and assessments of the food control systems of Canada's trading partners as:

a pre-requisite to trade where Canada has established specific import requirements
a part of system recognition negotiation where Canada wants to recognize a foreign food control system, that provides comparable outcomes and meets Canadian requirements
an assessment of food controls where there is ongoing trade between Canada and an exporting country

The CFIA conducts on-site foreign establishment verifications in countries that manufacture or produce food for export to Canada. The main objectives of foreign establishment verifications are to:

observe how the food processing conditions provide the same level of protection and the products meet Canadian import requirements, as compared to food manufactured, and/or produced in Canada
promote compliance of Canadian requirements with foreign trading partners
gather information to further address the risks associated with imported foods and help better refine the import surveillance work within Canada

Equivalency arrangements for organic foods

The CFIA forms organic equivalency arrangements with other countries by comparing regulatory systems and standards to ensure consistent principles and outcomes. They verify these arrangements' effectiveness through peer reviews.
