China requires the name and registration number of the producing, processing and storage facilities assigned by China included on the phytosanitary certificate for the export of Canadian origin peat to Canada.
All 3 types of facilities must be registered in the General Administration of Customs of the People's Republic of China (GACC) Department of Animal and Plant Quarantine (DAPQ) online system. A China registration number will be assigned by GACC upon registration of a facility in the DAPQ online system.
Exporters must ensure that all types of facilities are registered in the DAPQ online system. They must also provide, to the CFIA, the name and China registration number(s) exactly how they appear in the DAPQ online system on their application for a phytosanitary certificate (form 3369). The CFIA will not verify that the information provided by exporters matches the information in the DAPQ system.
Failure of exporters to provide the name and China registration number exactly how it appears in the DAPQ online system may result in rejected or held shipments upon arrival at the port of entry in China.
To be registered in the DAPQ online system, facilities are required by GACC to submit an information package to GACC if they do one of the following activities with peat:
- production
- processing
- storage
The information package will be reviewed and approved by GACC. The CFIA does not review or approve the information package. The CFIA is only responsible for providing the information package to GACC. Exporters must contact their importers in China if they have further questions regarding the information required by GACC. A sample from the first shipment of peat will need to be sent to the CFIA's pathology laboratory for testing. This test will only be required for the first shipment from each exporter and will not be required annually.
