Eligible

Food supplements that may contain ingredients of animal origin such as collagen, gelatin, egg products and glucosamine.

Establishments

Türkiye does not have a list of approved establishments for food supplements.

The exporter of food supplements must be licensed under the Safe Food for Canadian Regulations (SFCR). As per the SFCR, the manufacturer of the food commodity is to be compliant with the SFCR Part 4 – Preventive Controls.

3. Production controls and inspection requirements

Türkiye is not a member state of the European Union (EU), however, this country has decided to adopt the EU import conditions for the ingredients of animal origin used in the manufacture of the food supplements. Therefore, it is important as a manufacturer that you are familiar with the import conditions that are on the certificate for export of food supplements to Türkiye. Part II: Certification of this certificate contains:

  • Health attestations for the collagen
  • Health attestations for the gelatin included in the capsules
  • Health attestations for egg products
  • Health attestations for the glucosamine

Note:

  • these attestations are the same as those found on the EU regulated certificates for each specific commodity (collagen, gelatin, egg products and highly refined products)
  • particular attention should be paid to the attestation of the certificate concerning the applicable microbiological criteria of Regulation (EC) No 2073/2005
  • for gelatin, a particular attention must be paid to the country of origin (BSE status of the country), the animal species, the manufacturing process and the type of material (leather, skin, etc.)

The inspector must verify during a preventive control inspection that the establishment is aware of the standards and requirements of the importing country and has a specific export procedure in place.

The processing method must be documented and monitored. A production diagram must be provided, including Critical Control Points (CCPs). The Canadian Food Inspection Agency (CFIA) inspector must ensure that what occurs on location corresponds to the production diagram.

Animal products for human consumption must come from animals that have passed an ante and post-mortem examinations by a veterinarian in slaughterhouses which are under full-time inspection.

Manufacturer's Declaration

Türkiye requires an additional declarations regarding the gelatin capsules made from animal products. The exporter must be able to provide the necessary evidence concerning the animal species and the nature of the raw materials.

Below is the model of the manufacturer's declaration required by the competent authority of Türkiye. This declaration must accompany the shipments and it is not endorsed by the  certifying officer. Please contact your local CFIA office to obtain the trilingual version (English, French and Turkish) of this document.

The manufacturer must develop and implement control programs to demonstrate that products produced for the EU market meet applicable requirements and to assure complete segregation when both eligible and ineligible products are present on the premises.

Imported ingredients

The use of ingredients of animal origin imported from certain countries may limit the ability to export Türkiye. The manufacturer must demonstrate through official documentation issued by the competent authority that the imported ingredients of animal origin meet the requirements as stipulated on the certificate that will be issued by  the CFIA. This also applies to EU member states as well as countries that maintain international agreements with the EU.

4. Labelling, packing and marking requirements

It is the exporter's responsibility to meet all the requirements for labelling, packaging and marking requirements as per the importing country.

5. Required documents

Please note that the applicant is responsible for the details of dispatched consignment (page 1 of the certificate). The certification part (page 2 du certificate) must be completed by an official veterinarian, however, some information will have to be provided by the applicant in the form of a manufacturer's declaration or through official documents (for example, in the case of the use of imported products of animal origin) issued by the foreign competent authority in order to support the final certification.

The shipping date must always be on or after the date of issuance of the certificate. The seal/containers numbers should always be indicated.

  • the export certificate must be accompanied by a manufacturer's declaration. See above 3
  • the manufacture's declaration will be prepared by the manufacturer on letterhead paper and signed by the quality manager or equivalent
  • not applicable statements of the certificate must be crossed out.
  • the colour of the stamp and signature must be different to that of the other particulars in the certificate  

6. Other information

Samples (personal or commercial) may be subject to the same requirements as a regular shipment. It is strongly recommended that the exporter verify these requirements with their importer.
