Taiwan - Export requirements for milk and dairy products

1. Eligible/ineligible product

The product list below is based on information received from the Taiwan Food and Drug Administration (TFDA) along with products that have already been exported to Taiwan without restrictions. It is the responsibility of the exporter to ascertain from the importer that the product can be exported and will be covered by the current certificate.

Eligible

  • 0403.90.30.00.8: Yeast milk and fermented milk powder, whether or not containing added sugar or other sweetening matter or flavoured or containing added fruit, nuts or cocoa
  • 0404.10.00.10.8: Whey and modified whey, not concentrated, whether or not containing added sugar or other sweetening matter
  • 0406.20.00.90.7: Grated or powdered cheese, of all kind, not elsewhere specified or included
  • 1901.90.29.00.6: other milk, prepared
  • 1901.90.99.00.1: other preparations of heading 19.01
  • 3504: Peptones and their derivatives; other protein substances and their derivatives, not elsewhere specified or included; hide powder, whether or not chromed
  • 3501: Casein, caseinates and other casein derivatives; casein glues

Ineligible

  • Dairy products not listed above

2. Pre-export approvals by the competent authority of the importing country

Establishments

Taiwan does not have a list of approved establishments.

Dairy establishments must be under the official supervision of the Canadian Food Inspection Agency (CFIA) and be authorized under the Safe Food for Canadians Regulations (SFCR).

Products

This information is not available, however, product registration may be required.

3. Production controls and inspection requirements

The manufacturer must be aware of the standards and requirements of the importing country. A specific export procedure must be in place.

Manufacturer's declaration

  • All export requests for milk and dairy products must be accompanied by a Manufacturer's declaration completed and signed by an authorized person of the food manufacturing establishment/facility.
  • To request a template of the manufacturer's declaration, please contact your local CFIA office.
  • The product(s) must be clearly identified on the manufacturer's declaration and match exactly the product(s) that are part of the export shipment.

Note: Inspectors will verify that the manufacturer's declaration is completed appropriately and reserve the right to request any other information that they think is necessary for the final certification of the product.

Certification requirements

Animal health attestations

  • The animal health requirements on the health certificate CFIA/ACIA 5813 are met based on Canadian regulations.

Public health attestations

  • The public health requirements on the health certificate CFIA/ACIA 5813 are met based on Canadian regulations.

4. Labelling, packaging and marking requirements

It is the exporter's responsibility to meet all the requirements for labelling, packaging and marking requirements as per the importing country.

5. Required documents

Canada does not have a negotiated certificate with Taiwan. The certificate below is issued on the basis of commercial risk.

Certificate

  • Health certificate for the export of dairy products and dairy based products for human consumption CFIA/ACIA 5813
    Note:
    • This certificate is signed by the CFIA official veterinarian and official inspector.
    • It is the responsibility of the exporter to check that the certificate above covers the requirements of Taiwan. Specific import conditions could be required. If this is the case, please forward these conditions to your local CFIA office who will forward them to the Food Import and Export Division (FIED) for review and action if necessary.
    • Export certificates cannot be issued for products that have left Canada.

6. Other information

Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment will be accompanied by all necessary certificates.

Samples (personal or commercial) may be subject to the same requirements as a regular shipment.

It is strongly recommended that the exporter verify these requirements with their importer.
