1. Eligible/ineligible product

1.1 Eligible

  • Beef
    • meat
    • tongue (tonsils removed)
    • cheek meat (lymph nodes removed)
  • Bison meat
  • Horsemeat
  • Pork
  • Poultry meat

2. Product specifications, production controls and inspection requirements

  • The slaughter/cutting establishment must have a quality assurance program in place to insure that all visible lymphoid tissue has been removed

3. Labelling, packaging and marking requirements

  • The label for all meat must include expiry date (best before date), along with manufacturing and packaging date. The production or slaughter date of beef and bison products must be included on the label
  • Labelling that reflects a previous country of destination other than Philippines is prohibited as it will cause product to be detained. This is effective as of March 12, 2018

4. Documentation requirements

  • Certificate of Inspection Covering Meat Products (CFIA/ACIA 1454)
  • Annex A – Public Health Certificate for Horse Meat Destined to the Philippines
  • Annex B – Veterinary Certificate for Meat Products Derived from Cattle or Bison
  • In case of poultry meat and meat products, following attestations must appear in the "Additional Certification" section of the CFIA 1454:
    • "The poultry meat was derived from birds that originate from a region within Canada recognized to be free of Notifiable Avian Influenza".

      or

    • That the poultry meat was cooked throughout to reach a minimum internal temperature of 74°C (165°F)."

5. Other information

  • The importer is responsible to make the necessary arrangements with the Department of Agriculture – Bureau of Animal Industry, which is the agency in charge of the implementation of the requirements applicable to the importation of meat products in the Philippines
  • Trading parties (operator/exporter/importer) are responsible to comply with all provisions of the Department of Agriculture Administrative Order No. 26 (Series of 2005) (PDF) and Administrative Order No. 24 (2010) (PDF) on, "Revised Rules, Regulations, and Standards Covering the Importation of Meat and Meat Products into the Philippines". Noncompliance with applicable requirements may result in cancellation of the approval of the producing establishment by the authorities of the Philippines
  • Non-compliance with applicable requirements may result in cancellation of the approval of the producing establishment by the authorities of the Philippines
  • The Department of Agriculture's National Meat Inspection Service of Philippines on July 27, 2021 released Memorandum Circular No. 07-2021-018, reiterating the strict compliance with minimum labelling requirements for imported meat and poultry. Canadian exporters are strongly advised to work closely with their local importers to ensure that expiry or "best before" dates (as determined by the manufacturer) are included in the labels as outlined in section 11.7.3.5 of this section
