Kuwait - Certificate of Free Sale

Notice: Due to regulatory changes for foods imported to Kuwait, CFIA recommends that Canadian exporters consult with their importer to confirm requirements prior to export.

1. Eligible/ineligible products

Eligible

At this time, the CFIA understands that for the purpose of human health/sanitary reasons, the Certificate of Free Sale (CFIA/ACIA 5786) (CFS) is required by Kuwait for exports of the following products:

  • Manufactured foods
  • Processed fruits and vegetables
  • Maple products
  • Honey products

2. Documentation requirements

Certificate of Free Sale required

Kuwait requires a human health/sanitary certificate issued by the competent authority of the exporting country for all imported foods. For the products in section 1 above, Kuwait has indicated that a CFIA CFS with additional information addresses this requirement.

Certificate reference number must appear on supporting documents

In order to link supporting shipment documents to the CFS, Kuwait requires the unique certificate reference number located in the top right corner of the CFS to be referenced on all industry documents accompanying the shipment including, but not necessarily limited to:

  • documents which include consignee and/or recipient information
  • documents with product information
  • invoices
  • packing lists

Additional product information required by Kuwait on the CFS

The Product Description field of the CFS must contain the following information for each product row within the certificate: 

  • Product Name
  • Brand Name
  • HS Code
  • Treatment Type (optional)
  • Number of packages

The Lot Code field must contain the following information:

  • Lot Code
  • Production Date
  • Expiry Date or Best Before Date

If you are unable to include all details on the CFS, you must include the information in supporting documentation that references the unique CFS number issued for the shipment.

Note

  • An import permit issued by the foreign competent authority may be required and may contain specific import requirements. If this is the case, provide the import permit to your local CFIA office for review.
  • Export certificates cannot be issued for products that have left Canada.
