Brazil - Export requirements for meat and poultry products

1. Eligible/ineligible product

1.1 Eligible

  • 1.1.1 Beef
  • 1.1.2 Swine
  • 1.1.3 Poultry (except those products listed as ineligible)

1.2 Ineligible

  • 1.2.1 Poultry:
    • Poultry meat imported into Canada and poultry meat derived from imported birds, other than birds imported as day old birds to be raised in Canada.

2. Pre-export approvals by competent authority of importing country

2.1 Establishments

  • 2.1.1 The CFIA must recommend for approval of an establishment for listing by Brazilian Ministry of Agriculture, Livestock and Food Supply (MAPA). Please contact your inspector-in-charge to initiate the request.
  • 2.1.2 Eligible establishments must appear on the list of Canadian establishments approved for export to Brazil (Portuguese only) administered by MAPA
  • 2.1.3 Complete Annex D – Information to be submitted for eligibility to export to Brazil and Annex I: Application for Establishment Approval for new establishments, or for modifications to previously listed establishments. All applications must include completed Table 1.0 of Annex D of this section. For updating the information to already approved establishments, including addition of a new product for export to Brazil, Table 1.1 of Annex D must be used.

2.2 Label registration

  • 2.2.1 Packaged products must be identified with labels previously approved by the Brazilian authorities.
  • 2.2.2 MAPA has implemented a new electronic system (Portuguese only) for the product and label registration for animal origin food products. Paper forms are no longer acceptable. The new system should expedite the process for those products that already have identity and quality standards published.
  • 2.2.3 In order for an establishment to register using the electronic system it must first be approved and listed by MAPA (Portuguese only) (see Establishment requirements).
  • 2.2.4 After the establishment is approved by MAPA, the company must sign a declaration letter, in English and Portuguese, indicating their legal representative. Please contact your local CFIA office to obtain a template of the declaration letter.
  • 2.2.5 Once the letter is prepared on the company's letterhead, it will be sent to the CFIA for a signature and stamp and returned to the company to upload it into MAPA's electronic system.

3. Production controls and inspection requirements

  • 3.1 It is the responsibility of the operator of the exporting establishment to ensure that the products are manufactured, packaged and labelled as per requirements of the Department of Inspection of Products of Animal Origin (DIPOA) of MAPA.
  • 3.2 Establishments where eligible and non-eligible products are handled must have written procedures in place that will ensure that non-eligible products can be distinguished from those that are eligible through receiving, processing, shipping and distribution.
  • 3.3 The written procedures must be reviewed and found satisfactory by the inspector-in-charge. Inspectors are then responsible for monitoring the operator's controls to ensure themselves that they are adequately followed.
  • 3.4 Products containing pork striated muscle must be treated for trichina using one of the methods described in Control recommendations for the inactivation of Trichinella spiralis in pork products.

4. Documentation requirements

Certificate

  • Annex A – Additional statements for exportation of poultry meat from Canada to Brazil
    • Issued along with Annex C in the case of poultry products (meat, offal, foie gras, etc.).
  • Annex B – Health Certificate to Export Pork, Pork Meat and Offal from Canada to Brazil
    • Issued along with Annex C in the case of pork products.
  • Annex E - Veterinary Certificate for Export of Beef, Beef Products and Offals to Brazil
  • Issued along with Annex C in case of beef products
  • Annex C – Certificate of Inspection Covering Meat Products
    • Annex C is to accompany all consignments. This annex is equivalent to form CFIA/ACIA 1454 but with Portuguese language text. Form CFIA/ACIA 1454 must not be used for consignments to Brazil.

Note: It is strongly recommended that the certificates be endorsed by an official of the Embassy of Brazil or a Brazilian consulate before being signed by an official Canadian veterinary inspector.
