1. Eligible/ineligible product
Eligible
- Canadian Honey and other apiculture products.
Ineligible
- Honey and other apiculture products packaged for direct consumer sale at retail that exceed 2 kilograms.
2. Pre-export approvals by the competent authority of the importing country
Country
Canada is authorized to export honey and other apiculture products.
Establishments
The manufacturing of honey and other apiculture products must be under the official oversight of the Canadian Food Inspection Agency (CFIA) and be licensed under the Safe Food for Canadian Regulations (SFCR).
In order to export honey and other apiculture products to Saudi Arabia, CFIA licensed facilities must be approved by the Saudi Food and Drug Authority (SFDA). To request inclusion on the approval list, please contact your nearest CFIA regional office, to complete the questionnaire "Health Conditions in Food Establishments and their Personnel inspection form" (accessible only on the Government of Canada network – RDIMS 21385045), CFIA inspectors must complete the "Form to update the list of approved establishments for food products (Addition, Delisting, Amendments). Once verified and found to be complete, the documents, along with any additional information submitted by the facility must be submitted, via established processes, to the Food Import/Export Division.

Note:

- It is the responsibility of the manufacturer to ensure/confirm that the establishment is on the list of establishments approved by the SFDA. This information must be added to the manufacturer's declaration under the additional information section when a certificate is requested.

4. Production controls and inspection requirements
The manufacturer must be aware of the standards and requirements of the importing country. A specific export procedure must be in place.
Manufacturer's declaration (accessible only on the Government of Canada network - RDIMS - 21537422)
- All export requests for honey and other apiculture products must be accompanied by a Manufacturer's declaration completed and signed by an authorized person of the food manufacturing establishment/facility.
- To request a template of the manufacturer's declaration, please contact your local CFIA office.
- The product(s) must be clearly identified on the manufacturer's declaration and match exactly the product(s) that are part of the export shipment.
Note: Inspectors will verify that the manufacturer's declaration is completed appropriately and reserve the right to request any other information that they think is necessary for the final certification of the product.
Certification requirements
The health certificate model (CFIA/ACIA FA1015) contains animal health and public health requirements.
Animal health attestations
The CFIA will require the exporter to provide the provincial sanitary certificate, laboratory results and/or other supporting documents demonstrating that the conditions described for each of the diseases below have been satisfied before issuing the health certificate:
Condition 1: Can be met on the condition that apiaries are under provincial jurisdiction.
Condition 2:
- (a): Statements related to American foulbrood (Paenibacillus larvae). Three options are possible
- Provide a health certificate issued by the provincial competent authority attesting that the honey and/or bee products come from apiaries located in a country or zone free of American foulbrood.
- or
- Provide results from an accredited laboratory attesting that the honey and/or bee products are free from spore-forming forms of Paenibacillus larve according to a test methology described in the relevant chapter of the World Organisation of Animal Health (WOAH) manual.
- or
- Provide documentation attesting that the honey and/or bee products have undergone a process to ensure the destruction of bacillary and spore-forming forms of P.larvae.
- (b): Statements related to small hive beetle (Aethina tumida). Four options are possible:
- Provide a health certificate issued by the provincial competent authority t\attesting that the honey and/or bee products originate from apiaries located in a country or zone (with a radius of at least 100 km) free from infestation of Aethina tumida and not subject to restrictions related to the infestation.
- or
- Provide a manufacturer's declaration attesting that the honey and/or bee products do not contain live honey bees or bee brood.
- or
- Provide a manufacturer's declaration/ supporting documents attesting that the honey and/or bee products have been subjected to a temperature of -12ºC or lower for at least 24 hours.
- Provide a manufacturer's declaration/ supporting documents that the honey and/or bee products have been filtered through a filter with a pore size not exceeding 0.42 mm.
- and
- Provide a manufacturer's declaration that all precautions have been taken to avoid contamination with Aethina tumida.
- (c): Statements related to European foulbrood (Melissococcus plutonius). Three options are possible.
- Provide a health certificate issued by the provincial competent authority attesting that the honey and/or bee products originate from apiaries located in a country or zone free of European foulbrood
- or
- Provide results from an accredited laboratory attesting that the honey and/or bee products are free of M. plutonius according to a test method described in the relevant chapter of the World Organisation of Animal Health (WOAH) manual.
- or
- Provide a manufacturer's declaration/ supporting documents attesting that the products have been treated to ensure the destruction of M. plutonius.
- (d) Statements related to Varroa spp
- Provide a health certificate issued by the provincial competent authority attesting that the honey and/or bee products originate from apiaries located in a country or zone free of Varroa spp.
- or
- Provide a manufacturer's declaration/ supporting documents that the honey and/or bee products have been filtered through a filter with a pore size not exceeding 0.42 mm.
- or
- Provide a manufacturer's declaration/supporting documents that the honey and/or bee products have been subjected to a temperature of -12ºC or less for at least 24 hours.
Public health attestation
The public health conditions on the health certificate CFIA/ACIA FA1015 are met based on Canadian regulations.
Import permit
An import permit may be required. Exporter should work with their importer to verify this condition.
5. Labelling, packaging, and marking requirements
It is the exporter's responsibility to meet all the requirements for labelling, packaging, and marking requirements as required by the importing country.
6. Documentation requirements
Canada has a negotiated certificate with Saudi Arabia. Request for any additional statements must be confirmed by CFIA's Food Import Export Division (FIED).
Certificate
- Health certificate for export of honey and other apiculture products for human consumption from Canada to the Kingdom of Saudi Arabia (CFIA/ACIA FA1015)
Note:
- The health certificate is signed by the CFIA official inspector.
- Export certificates cannot be issued for products that have left Canada.
7. Other information
Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment will be accompanied by all necessary certificates.
Samples (personal or commercial) may be subject to the same requirements as a regular shipment. It is strongly recommended that the exporter verify these requirements with their importer.
