France - Export requirements dairy products for test use of machine

1.1 Eligible

For example, samples of cheeses sent to test cutting machines.

1.2 Ineligible

Dairy products intended for human consumption or any dairy product not intended for machine testing.

2. Pre-export approvals by the competent authority of the importing country

2.1 Country

Canada is authorized to export dairy products for machine testing.

2.2 Establishments

France does not have a list of approved establishments for products intended for machine testing. The dairy products must come from an establishment licensed under the Safe Food for Canadian Regulations (SFCR).

2.3 Products

No information is known regarding products registration.

2.4 Import permit

A prior import authorization into France for samples originating from third countries must be requested by the importer. This official document, issued by the competent French authority, will be required by the Canadian Food Inspection Agency (CFIA). The following information may be required by the French authorities:

  • country of origin
  • name and address of the Canadian establishment
  • final use of the product
  • identification of the samples (animal species, batch number, weight, mitigation treatment, and type of packaging)
  • date of shipment and arrival in France
  • Border Control Post (BCP) upon arrival
  • a description of the disposal process for the product after use

3. Product specifications

4. Production controls and inspection requirements

The manufacturer must be aware of the standards and requirements of the importing country. An export control plan (ECP) must be in place to demonstrate that your products meet the requirements of the importing country.

The importer must be authorized by the French authorities to import dairy products for testing machines.

Dairy products must be manufactured in Canada, a country that is free of foot-and-mouth disease and rinderpest. The raw milk must originate from the zone(s) listed in Part 1 of Annex XVII to Implementing Regulation (EU) 2021/404. In the case of Canada, the code of the zone is CA-0.

Manufacturer's declaration

  • All export requests for milk and dairy products must be accompanied by a Manufacturer's declaration completed and signed by an authorized person of the food manufacturing establishment/facility
  • To request a template of the Manufacturer's Declaration (accessible only on the Government of Canada network - RDIMS 15576674), please contact your local CFIA office
  • The product(s) must be clearly identified on the manufacturer's declaration and match exactly the product(s) that are part of the export shipment
  • The heat treatment performed on the dairy product must be specified

Note: Inspectors will verify that the manufacturer's declaration is completed appropriately and reserve the right to request any other information that they deem necessary for the final certification of the product.

The health certificate CFIA/ACIA FA1020 contains animal health and public health requirements.

Animal health attestations

The animal health requirements on the health certificate CFIA/ACIA FA1020 are met based on Canadian and European regulations. In Canada, foot and mouth disease and rinderpest are reportable disease under the Health of Animals Act.

The public health requirements on the health certificate CFIA/ACIA FA1020 are met based on Canadian regulations.

5. Labelling, packaging and marking requirements

It is the exporter's responsibility to meet all the requirements for labelling, packaging and marking requirements as per the conditions of the importing country.

6. Required documents

Canada has a negotiated certificate with France. This certificate can only be used for export to France. Requests for any additional statements must be confirmed by CFIA's Food Import Export Division (FIED).

The applicant is responsible for the details of dispatched consignment (page 1 of the certificate). The certification part (page 2 of the certificate) must be completed by the certifying officer.

Note

  • Annex to the certificate is available upon request, if required, for additional product lines
  • The certificate is signed by the CFIA official veterinarian
  • The colour of the stamp and signature must be different to that of the other particulars in the certificate
  • The shipping date must always be on or after the date of issuance of the certificate
  • Where applicable, the seal/container numbers should always be indicated
  • Export certificates cannot be issued for products that have left Canada

7. Other information

Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment is accompanied by all necessary certificates.
