Pre-export approvals by competent authority of importing country

Establishments

Establishments must be in compliance with Canadian regulations and be licensed under the Safe Food for Canadians Regulations (SFCR) for the required activity(ies) and appear on the list of Canadian fish and seafood establishments approved for export. Contact your local Canadian Food Inspection Agency (CFIA) office if your establishment is not on this list.

Processing establishments wishing to export fish and seafood to Costa Rica must also appear on the list of "Establishments authorized to export to Costa Rica (Spanish only)". This list is administered by Servicio Nacional De Salud Animal of Costa Rica (Senasa).

To access the list, select:

  • "Establecimientos habilitados para exportar a Costa Rica (revision date)" under the "Documentos" section
  • Under the Canadá tab, scroll down to Producto: Pesca

Procedure to add, update or remove a processing establishment on the Establishments authorized to export to Costa Rica

To request inclusion to Costa Rica's list, submit the following information to your local CFIA office:

  • establishment identification (ID) number
  • Safe Food for Canadians (SFC) licence number
  • company name as it should appear on the export list. The options are
    • legal name of business as it appears on the SFC licence, or
    • legal name of business (operating name), or
    • legal name of business (vessel name)
  • physical site address of the establishment. For vessels, this should be the primary docking location
  • product(s) to be exported
    • species
    • type (frozen, chilled, etcetera)
  • HS code(s)

Note: once a request for inclusion/modification is received by the CFIA, the establishment may be contacted to provide additional establishment or product information. Approval timeframes may vary depending on circumstances beyond the control of the CFIA.

Import permit

Shipments may require a pre-approval letter.

Labelling, marking and packaging requirements

  • Processed fishery products are subject to specific labelling and marking requirements
  • All labels must indicate the following in Spanish
    • name of product
    • grade or quality
    • composition
    • net weight or volume, in metric units
  • Labels and boxes must clearly indicate the following
    • name and number of the processing establishment
    • production code, batch or shipment, which allow its traceability the codes must be legible and indelible
    • recommended conditions for handling, storage, conservation and distribution
    • expiration date. In the case of products packaged in presentations intended for retail sale, the labeling must comply with the provisions of the Ministry of Economy, Industry and Commerce and the Ministry of Health
  • Registration of labels may be required prior to exportation to Costa Rica
