Notice to industry: Import of pet supplements from New Zealand

The Canadian Food Inspection Agency (CFIA) and the New Zealand Ministry for Primary Industries (MPI) have completed negotiations for a certificate to allow the importation of pet supplements from New Zealand.

AIRS will be updated with the statements below on April 22, 2025, which is the day that the certificate will come into effect. Products can be certified by New Zealand veterinarians for export to Canada on or after April 22.

Please remember that supplements shipped to the United States of America, released from official control to the importer, and then re-shipped to Canada are trans-shipments and require an import permit. You can apply for this import permit through My CFIA.

Certification statements

New Zealand uses an electronic certification system, so only statements that apply to the shipment will be on the certificate.

I hereby certify that the finished processed pet supplements and/or minerals and/or vitamins described herein:

  1. have been prepared and stored in a premises approved and supervised by the New Zealand Ministry for Primary Industries, and contains,
    1. gelatin and/or collagen derived from the following species: porcine, piscine, equine, ovine, or caprine,
    2. bovine derived gelatin and/or collagen derived from hides/skins,
    3. bovine derived gelatin and/or collagen derived from bones of bovines originating in region(s) recognized by the WOAH as negligible risk for BSE,
    4. bovine derived gelatin and/or collagen derived from bones of bovines originating in region(s) recognized by WOAH as controlled risk for BSE, and The bones were derived from bovines that passed ante and post mortem inspection, and did not include the skulls of bovines or the vertebral column of bovines 30 months of age or older,
    5. egg phospholipid or egg lecithin, spray-dried egg, or other egg ingredients originating from a country or zone recognized by Canada as free of High Pathogenicity Avian Influenza and Virulent Newcastle Disease,
    6. egg phospholipid or egg lecithin, spray-dried egg, or other egg ingredients processed in a manner sufficient to inactivate highly pathogenic avian influenza and virulent Newcastle disease viruses in accordance with the recommendations of the WOAH Terrestrial Animal Health Code,
    7. finfish, mollusc and crustacean, including fish/krill oils, green lipped mussel, freeze dried shellfish, and dehydrated fish,
    8. green lipped mussel powder, with a moisture content of less than 10%,
    9. fish meals originating only from countries with BSE Negligible Risk status,
    10. lactose or lactose derivatives,
    11. milk ingredient (other than lactose or lactose derivatives) produced in [__COUNTRY/IES__], a country or region recognized by Canada as free of foot-and-mouth disease (FMD). The milk/milk product has never been in any country or region which Canada does not recognize as free of FMD, except when moving under seal,
    12. milk ingredient (other than lactose or lactose derivatives) was produced in [__COUNTRY/IES__], a country or region not recognized by Canada as free of foot-and-mouth disease (FMD), and has been subjected to pasteurization with ultra-High temperature (UHT): minimum temperature of 140 degrees Celsius for at least 5 seconds, every precaution was taken to prevent contamination of the product after completion of the processing with anything of a lesser status,
    13. milk ingredient (other than lactose or lactose derivatives) was produced in [__COUNTRY/IES__], a country or region not recognized by Canada as free of foot-and-mouth disease (FMD), and has been subjected pasteurization with High Temperature Short Time (HTST): minimum temperature of 72*C for at least 15 seconds, and a second HTST treatment, every precaution was taken to prevent contamination of the product after completion of the processing with anything of a lesser status,
    14. milk ingredient (other than lactose or lactose derivatives) was produced in [__COUNTRY/IES__], a country or region not recognized by Canada as free of foot-and-mouth disease (FMD), and has been subjected pasteurization with with High Temperature Short Time (HTST): minimum temperature of 72*C for at least 15 seconds, and the pH has been lowered below 7 and held there for at least one hour, every precaution was taken to prevent contamination of the product after completion of the processing with anything of a lesser status,
    15. vitamin D3 derived from sheep wool grease / lanolin,
    16. vitamin A coated with porcine gelatin
    17. beeswax, royal jelly, or other bee-derived material,
    18. bovine dicalcium phosphate containing no trace of protein or fat,
    19. bovine dicalcium phosphate originating from a region recognized by WOAH as negligible risk for BSE [__COUNTRY/IES__],
    20. bovine dicalcium phosphate originating from a region recognized by WOAH as controlled risk for BSE [__COUNTRY/IES__], is derived from bovines that have passed ante-mortem and post-mortem inspections, and does not contain Specified Risk Material (SRMFootnote 1),
    21. bovine tallow and/or tallow derivatives containing a maximum level of insoluble impurities of 0.15% by weight,
    22. Bovine tallow and/or tallow derivatives containing greater than 0.15% insoluble impurities by weight and originates from a region recognized by WOAH as negligible risk for BSE,
    23. bovine tallow and/or tallow derivatives containing greater than 0.15% insoluble impurities by weight, originates from a region of controlled risk for BSE, is derived from bovines that have passed ante-mortem and post-mortem inspections, and has not been prepared using Specified Risk Material (SRMFootnote 1),
    24. spray dried porcine plasma originating from a country or zone recognized by Canada as free from African Swine Fever, Classical Swine Fever, Foot-and-Mouth Disease, and Swine Vesicular Disease, the plasma originates from animals that passed ante-mortem and post-mortem inspection and the plasma was heat treated to at least 80° Celsius throughout its substance,
    25. Blood meal of bovine and/or porcine origin derived entirely from animals of New Zealand origin, and bovine spongiform encephalopathy and foot and mouth disease do not occur in New Zealand and the blood meal has been subjected to a heat treatment of at least 80° Celsius for 30 minutes,
    26. organ and offal meat originates from animals that passed ante mortem and post mortem inspection and the meat has been subjected to a heat treatment of at least 70° Celsius for 30 minutes, or meat ingredients have been processed in a manner sufficient to inactivate all diseases of concern to CanadaFootnote 2 to which the donor animal(s) is susceptible, in accordance with the recommendations of the WOAH Terrestrial Animal Health Code,
    27. unprocessed (non heat treated) meat ingredients originate from animals that were raised, slaughtered, and processed in a country or zone recognized by Canada as free from all diseases of concernFootnote 2 to which the donor animal(s) is susceptible,
    28. bone meal and bone broth of avian origin is derived from birds that passed ante mortem and post-mortem inspection, and originates from and was processed in a country or zone recognized by Canada as free of High Pathogenicity Avian Influenza and Virulent Newcastle Disease,
    29. bone meal and bone broth of avian origin is derived from birds that passed ante mortem and post-mortem inspection, and has been processed in a manner sufficient to inactivate High Pathogenicity Avian Influenza and virulent Newcastle disease viruses in accordance with the recommendations of the WOAH Terrestrial Animal Health Code,
    30. meat and bone meal, bone meal, bone broth, and other rendered ingredients of ruminant origin were legally imported only from Australia or originate in New Zealand,
  2. Every precaution was taken to prevent cross-contamination of the finished product with any animal origin product or by-product derived from animals of a lesser zoosanitary status.
  3. The supplements have been packaged in new packaging that clearly indicates their intended use.
  4. The feeding of ruminant protein to ruminants is prohibited in New Zealand.
  5. Animal origin ingredients have been processed in a manner sufficient to inactivate all diseases of concern to CanadaFootnote 2 to which the donor animal(s) is susceptible, in accordance with the recommendations of the WOAH Terrestrial Animal Health Code.
