Complete and submit an invoice for the services provided under the National Bovine Spongiform Encephalopathy (BSE) Surveillance Program.
It will take you no more than 3 minutes to complete.
You will need:
- the unique identifier (UID) associated with the BSE surveillance candidate
This UID was generated when you or somebody else provided all the required information in the BSE surveillance candidate questionnaire - information relevant for issuing the payment (for example, name of the veterinary clinic or deadstock collector company; complete address; and business number, or goods and services tax (GST) or harmonized sales tax (HST) or Quebec sales tax (QST) or social insurance number (SIN))
- information to determine the amount to be paid (for example the province where the service was provided, and the distance travelled to visit the farm or to transport the carcass to the necropsy room)
You can still receive your payment by mailed cheque, but direct deposit will eventually become the main way to receive federal payments. If you haven't signed up yet, enrol anytime.

Under the National BSE Surveillance Program, cattle producers, veterinarians and deadstock collectors are eligible for payments for services provided as follows:
Payments to cattle producers
Cattle producers can invoice us for transporting to a necropsy room a BSE surveillance candidate with a valid UIDFootnote 1

Payments to veterinarians
Veterinarians can invoice us for a veterinary consultation of a BSE surveillance candidate with a valid UID. This includes consultations conducted either with or without mileage, depending on whether the veterinarian visited the farm or conducted the consultation by phone.

Payments to deadstock
Deadstock collection services can invoice us for picking up the carcass of a BSE surveillance candidate with a valid UID that is sampled by us at the deadstock collector facilities:

Payment notes
- The payments will be processed as long as the brain sample comes from a BSE surveillance candidate associated with a valid UID obtained using the online questionnaire
- If the animal is sampled on the farm by a bovine veterinarian, we will not pay for transportation to either the pathology floor for a necropsy nor for deadstock pick-up, as the sample would not be taken at those sites
- We will cover pick-up costs when the BSE sample is collected by our staff at the deadstock collector facilities
- We will only pay for transportation to the pathology floor, not for the necropsy itself
This is because BSE does not produce observable lesions, making a necropsy uninformative for diagnosing BSE
Given the rarity of BSE, veterinarians and producers may still seek a post-mortem examination to determine the exact cause of illness or death and guide herd health decisions - We are committed to:
- publish changes to the criteria or payment processes within 30 business days of implementation
- process the submitted invoice and making the payments within 30 business days of the invoice submission
- respond to all inquiries regarding the reimbursement process within 15 business days
