Notice to Industry: Priority evaluations for registered feeds impacted by trade disruptions

We plan to prioritize registrations and amendments to feeds registered in Canada impacted by trade disruptions. This temporary measure aims to bolster the feed supply chain and provide quicker access to alternative sources of registered feeds during this time.

About priority evaluations

We may designate "priority status" to an application based on criteria outlined in the policy on priority status in the feed regulatory guidance. This means that once an application has been submitted and designated by us as a priority, it will be placed in a priority queue for evaluation ahead of applications in the standard queue.

The priority status designation does not alter the requirements for approval or registration, including the required quality of evidence. All regulatory requirements for livestock feed must continue to be met.

Scope of eligible feeds

This notice applies to companies with livestock feeds registered in Canada (List of Registered Livestock Feeds in Canada) and made in the United States (U.S.). If these companies would like to add a manufacturing site in Canada or another country to their registration, they can request a priority evaluation.

How to request a priority evaluation to add a manufacturing site

  1. For applications already submitted through My CFIA:
    • send an email to the Pre-market Application Submissions Office (PASO) at: cfia.paso-bpdpm.acia@inspection.gc.ca with the subject field "Priority request for CAS-202x- xxx"
    • if the application is accepted for priority evaluation, you will receive a portal task via My CFIA to provide an updated label and additional information to support the changes
  2. To request a new amendment:
    • sign in to My CFIA
    • choose a Party profile, then click the Select button
    • from the dashboard, select the tab amend a permission
      • Select the link of the registration number you are amending
    • in the online application name field, enter "Priority for Product Name xxxx"
      • please note that omitting "Priority" from the application name will result in your file going in the normal queue and thus, having a longer evaluation process
    • upload the label and the following information in My CFIA and submit the application form

Considerations when making an amendment to registered feed to add a manufacturing site

Labelling requirements

Data requirements for single ingredient feeds (SIFs) described in part 2 of the CFIT (formerly Schedules IV and V)

Data must be provided to add a new manufacturing site to a registered SIF described in part 2 of the CFIT. This is applicable to registered feeds with a current U.S. manufacturing site to a new non-U.S. manufacturing site. The new manufacturing site needs to be equivalent to what has been evaluated from previous data submitted for the registered feed manufactured in the U.S. Note, only 2 new manufacturing sites will be accepted for a priority evaluation per registration. For the new manufacturing site:

  • Provide the manufacturing process, raw materials including grade, purity, levels of contaminants, quality controls and final product specifications, Certificate of Analysis (CoAs) to support the guarantees on the label, CoAs for inherent contaminants, etc.
    Refer to the part 2 SIFs described in the CFIT (formerly Schedules IV and V)
  • Add the new manufacturing site (name and address) to the label

Labels that bear the statement "Imported by"

For labels of registered mixed feeds that have the statement "Imported by: Canadian name and address" where the second digit of the registration number is not a 9 and there are no updates to the label following the addition of a new manufacturing site, the new manufacturing site information can be provided at the next renewal or amendment.
