Primary control zone for multinucleate sphere unknown (MSX) and/or Dermo (PCZ-14 – Island of Newfoundland, NL)

Revocation Order (Section 27.3 of the Health of Animals Act)

WHEREAS I, Paul MacKinnon, President of the Canadian Food Inspection Agency, am of the opinion that the order declaring the primary control zones set out in the Schedule attached hereto are no longer necessary with regard to controlling the spread of Haplosporidium nelsoni (MSX) and/or Perkinsus marinus as movement control measures have been implemented under section 198(1) of the Health of Animals Regulations .

WHEREAS I am authorized under section 27.3 of the Health of Animals Act^{Footnote 1} (the Act) to revoke an order made under subsection 27(1) of the Act; THEREFORE, I hereby revoke the Declaration Orders made pursuant to subsection 27(1) of the Act in respect of the primary control zones set out in the Schedule attached hereto;

AND THEREFORE, I hereby also revoke the Designation Orders made pursuant to subsection 27(2) of the Health of Animals Act in respect of the animals and things set out in the Schedule attached hereto.

WHEREAS, on June 5, 2025, primary control zone 14 was declared by Paul MacKinnon, President of the Canadian Food Inspection Agency, under subsection 27(1) of the Health of Animals Act^Footnote 1 for Haplosporidium nelsoni and/or Perkinsus marinus; and whereas I am authorized under section 33 of the Act to exercise the power of the Minister under subsection 27(2) of the Act.

THEREFORE, under subsection 27(2) of the Act, in respect of that primary control zone, I hereby, by order, designate the animals and things listed in the Schedule attached as being capable of being infected or contaminated by Haplosporidium nelsoni and/or Perkinsus marinus.

WHEREAS I, Paul MacKinnon, President of the Canadian Food Inspection Agency, under the delegated authority of the Minister of Agriculture and Agri-Food (the Honorable Heath MacDonald), believe that the reportable diseases, Haplosporidium nelsoni and/or Perkinsus marinus, exist in the area in Canada described in the schedule attached hereto.

THEREFORE, I hereby declare, pursuant to subsection 27(1) of the Health of Animals Act^Footnote 1, that the area described in the Schedule attached is a Primary Control Zone, effective the date below.

The following is the description of the area in and around the Island of Newfoundland, Newfoundland and Labrador, declared to be a primary control zone under this order:

Primary Control Zone 14 (PCZ-14)

• All waters within lines drawn beginning at point 51.32684° North latitude, -57.10990° West longitude in the Strait of Belle Isle at the marine border with the Province of Quebec
• Northeast to point 52.26567° North latitude, -54.73573° West longitude at the outer limit of the 24 Nautical Mile contiguous zone boundary of Newfoundland and Labrador
• South along the outer limit of the 24 Nautical Mile contiguous zone of Newfoundland and Labrador until point 46.45781° North latitude, -56.15066° West longitude at the marine border with Saint Pierre and Miquelon
• North along the marine border between Newfoundland and Labrador and Saint Pierre and Miquelon until point 46.98221° North latitude, -57.09664° West longitude at the outer limit of the 24 Nautical Mile contiguous zone of Newfoundland and Labrador
• West along the outer limit of the 24 Nautical Mile contiguous zone of Newfoundland and Labrador until point 47.12127° North latitude, -59.30064° West longitude at the provincial marine border with the Province of Nova Scotia
