About the consultation

The Canadian Food Inspection Agency (CFIA) is seeking comments on the following amended single ingredient feed (SIF) description for camelina meal mechanical extracted.

Background

The Feeds Regulations require a proponent to submit a pre-market application for SIFs that are new, have been modified such that they differ significantly from a conventional SIF, or are for a new purpose. The CFIA evaluates the information in the application to establish that the SIF is safe, effective, and labelled correctly.

Approved SIFs are currently listed and defined in Schedules IV and V of the Feeds Regulations, with appropriate guarantees, standards, and label requirements. The CFIA will be transitioning to the Canadian Feed Ingredients Table (CFIT) that will be incorporated by reference into the Feeds Regulations, 2023 when they come into effect. In preparation for this new approach, the CFIA is consulting on new or amended SIFs so they can be added to the CFIT once it comes into effect. About the assessment

The CFIA's Animal Feed Program has completed a detailed assessment of an application for the amendment of an existing single ingredient feed (SIF) description: Camelina meal cold-pressed mechanical extracted.

The SIF name will be changed to camelina meal mechanical extracted and the description amended to incorporate a different manufacturing process (hot-pressed) in the extraction of the oil.

The assessment considered information related to:

the safety of feeding this SIF to livestock with respect to animal health
the safety of people who consume food derived from livestock that eat this SIF
the safety of workers/bystanders exposed to this SIF
environmental safety
an assessment of the fit-for-purpose and efficacy for this SIF, for the intended livestock species

The results of the CFIA's evaluation of available scientific data supports the safety and efficacy of camelina meal mechanical extracted for its intended purpose as a protein source for broiler chickens and laying hens. Therefore, the CFIA recommends camelina meal mechanical extracted be approved and the amended SIF description replace the current SIF description in the Canadian Feed Ingredients Table (CFIT) accordingly.

Amended SIF description

The CFIA intends to amend the existing SIF description for camelina meal cold-pressed mechanical extracted in the CFIT under subclass 3.2 (Protein products and by-products of plant origin) of Class 3 (Protein Feeds) in part 1 of the CFIT. The SIF name will be changed to camelina meal mechanical extracted and the description amended to reflect the addition of heat pressing as a manufacturing process. The amended description is:

Camelina meal mechanical extracted (or Camelina sativa (L.) Crantz meal mechanical extracted; Camelina meal expeller-pressed)

is the meal obtained after the removal of most of the oil, through the mechanical extraction process of high-pressure pressing, from whole seeds of the species Camelina sativa (L.) Crantz. The meal may be pressed cold or heated. This product shall be processed in accordance with good manufacturing practices. It shall be free of harmful microorganisms. The oil component of the meal shall contain not more than 4.5% erucic acid and the solid component of the meal shall contain not more than 43.5 micromoles of total glucosinolates per gram of dried meal. This meal cannot contain more than one-half of 1% of the seeds of Camelina sativa (L.) Crantz, and no screenings shall be added. This ingredient is approved for use as a source of protein in an amount not to exceed 12% of the total diet for broiler chickens, and in an amount not to exceed 10% of the total diet for laying hens.

If the method of oil extraction is included in the ingredient name (for example, cold-pressed or hot-pressed) it shall correspond thereto.

If the product bears a name descriptive of the form (for example, pelleted), it shall correspond thereto and it may be indicated on the label.

If a pelleting aid is used, it must be approved for use in livestock feeds, it shall be used at the approved rate, and the common name or names shall be indicated on the label.

If a mould inhibitor is used, it must be approved for use in livestock feeds, it shall be used at the approved rate, and the common name or names shall be indicated on the label.

If an anticaking or flow agent is used, it must be approved for use in livestock feeds, it shall be used in an amount not to exceed 0.5% by weight, and the common name or names shall be indicated on the label.

It shall be labelled with the following statements:

"This ingredient is approved for use as a source of protein in an amount not to exceed 12% of the total diet for broiler chickens."

"This ingredient is approved for use as a source of protein in an amount not to exceed 10% of the total diet for laying hens."

It shall be labelled with guarantees for minimum percent crude protein, maximum percent crude fat, maximum percent crude fibre, maximum percent moisture, maximum percent erucic acid, and maximum micromoles of glucosinolates per gram.

Additional information

An application was made to amend the description of camelinameal cold-pressed mechanical extracted (1-302-037) to allow for the use of heat pressing in the mechanical extraction of the oil. The SIF name has therefore been amended to camelina meal mechanical extracted to include either the cold-pressed or hot-pressed mechanical extraction methods. The method of extraction (cold-pressed or hot-pressed) may be added to the SIF name on a label.

This ingredient is approved for use as a source of protein in an amount not to exceed 12% of the total diet for broiler chickens and not to exceed 10% of the total diet for laying hens.

All comments are welcome from industry, governments, the public, or other organizations or individuals.

How to participate

The CFIA is seeking feedback on the proposed description for camelina meal mechanical extracted. Stakeholders are encouraged to share comments if there are:

concerns about the accuracy of SIF description
additional scientific data that should be considered before the SIF is approved

Scientific questions or information will be reviewed by CFIA evaluators for consideration in the assessment. Non-scientific input will be evaluated and appropriate ways of addressing it will be explored.

Next steps

The CFIA will review all of the comments received, if no significant scientifically valid concerns are raised, the CFIA will finalize the approval of camelina meal mechanical extracted and issue the approval to the applicant. If there are significant concerns raised, the CFIA will evaluate the additional information and may, subject to the commenters consent, forward the comments to the applicant for their response. A what we heard report that summarizes the feedback received will be published on the CFIA website.

The amended SIF will be added to the CFIT at the next update, following publication of the Feeds Regulations, 2023.
