The Recognition of Export Grain Analysis by Authorized Laboratories (REGAL) program

The Recognition of Export Grain Analysis by Authorized Laboratories (REGAL) program provides a testing alternative for grain export shipments.

Grain exporters in Canada can choose to have their grain shipments tested by the CFIA or, for improved market access, by CFIA authorized private laboratories that are part of the REGAL program (Accredited Seed Labs or ISO/IEC 17025 laboratories that meet the program standards).

As of June 1, 2020, all exporters that require live insect testing, soil analysis and/or specific weed seeds detection for grain shipments to any country can submit their product to a REGAL laboratory authorized by the CFIA.

The CFIA will continue to offer grain export tests outside of the REGAL scope (for example, testing for disease, weed seeds outside the REGAL scope, and seed shipments for propagation). The CFIA will also remain the sole issuer of phytosanitary certificates.

Exporters are responsible to ensure that their grain has had the correct testing to meet the importing country's requirements. Due to the nature of the country-specific and frequently changing weed seeds in question, exporters can contact their local CFIA office.
