Becoming an authorized REGAL laboratory
CFIA authorized REGAL laboratories provide live insect and percentage soil and/or detection of weed seeds analytical services for a fee to support the issuance of phytosanitary certificates for grain exports. The REGAL program is consistent with other alternative service delivery arrangements where laboratories provide testing services for a fee, such as the CFIA's Seed Laboratory Accreditation and Audit Protocol (Seed LAAP) (PDF). The Seed LAAP is a long-standing CFIA-administered program where private laboratories carry out tests for seed certification.
The CFIA has testing protocol and program documentation that defines the testing requirements for this program. Accredited seed laboratories or ISO/IEC 17025 laboratories that want to participate will be expected to implement the required testing protocol and program requirements.
The CFIA oversees the REGAL program and authorizes laboratories to participate.
