Canadian Heat Treated Wood Products Certification Program (HT program)

Heat treatment of wood products is a phytosanitary import requirement for many countries, as it helps prevent the movement of plant quarantine pests.

The Canadian Heat Treated Wood Products Certification Program (D-13-01) is the official certification system for the export of wood products to countries requiring heat treatment prior to entry, including member countries of the European Union, Mexico and the Republic of Korea. It is also the basis of the manufacture of certified wood packaging in accordance with ISPM 15 Regulation of wood packaging material in international trade.

What exporters need to know

As an exporter, you must understand the phytosanitary requirements for heat treatment and certificate requirements for each country.

Ensure your wood products are treated by a registered heat treatment facility evaluator or buy certified heat treated wood products. Purchasing heat treated wood from a hardware store is not sufficient to meet the phytosanitary requirements of ISPM 15.

Alternative service delivery organisations oversee the HT program for the CFIA.
In order to produce heat treated sawn wood or heat treated wood packaging material, a facility needs to be registered under the HT program. To register in the HT program, interested facilities need to contact one of the organisations below for information on the registration process.

Heat treatment evaluators

A recognized heat treatment evaluator is a person or an organization that has been approved by the CFIA to conduct scientific analyses on the heat treatment of wood and wood products. Heat treatment evaluators can help registered facilities meet the HT program's requirements by assessing kilns and heat chambers, providing instructions on meeting treatment requirements, developing site-specific schedules to meet specified heat treatment requirements, and more.
