Federal Assistance Program (FAP)

Purpose and objectives of transfer payment program: The FAP supports projects and initiatives that advance the CFIA's core responsibility for safe food and healthy plants and animals. The FAP does not award repayable contributions.

Expected results: Projects selected for support with FAP contributions for the 2025 to 2026 and 2027 to 2028 period are expected to result in:

• enhanced ability and increased capacity of the British Columbia poultry industry to manage depopulation and destruction activities during an outbreak of highly pathogenic avian influenza (HPAI)
• increased knowledge and adoption of biosecurity best-management practices among small-scale pork producers that can limit the introduction of African swine fever (ASF) on their farms and its spread to other premises
• increased knowledge and enhanced capacity in applied animal population health research in the One Health context

Performance measures and performance indicators for monitoring and reporting against these expected results include:

• British Columbia poultry producers and service providers are provided training and equipped with the necessary tools and materials required to respond to outbreaks of HPAI
• through a grassroots education and engagement program, small-scale pork producers adopt biosecurity best-management practices to prevent incursions of ASF on their farms and other premises
• masters- and doctoral-level students are provided bursaries to support their learning and engagement in projects focused on infectious animal diseases and applying One Health principles

Fiscal year of next planned evaluation: Under the FAP Terms and Conditions, the CFIA may expend a maximum of $4.5 million per year in total funding under the FAP, using existing operational resources. Per Section 4.3.15.4 of the Policy on Results; evaluations must be performed on ongoing grant and contribution programs that have a five-year average of actual expenditures of $5 million or greater per year. Therefore, an evaluation of the FAP is not included in the CFIA's program evaluation plan.

General targeted recipient groups: Eligible recipients of FAP contributions include those whose goals and objectives are complementary and supportive of the agency's mission and strategic outcomes.

Initiatives to engage applicants and recipients: Program managers conduct informal outreach and consultation with potential recipients to seek new project proposals that may be considered for support with FAP contributions.

Innovation Solutions Canada (ISC)

Type of appropriation: Voted appropriation – annually through Supplementary Estimates

Fiscal year for terms and conditions: Original: 2018 to 2019; Updated: 2022 to 2023

Purpose and objectives of transfer payment program: The ISC program supports the generation of new and unique intellectual property, stimulation of research and development collaborations, and growth of small businesses in the Canadian innovation ecosystem. While the ISC program remains operationally active through ongoing projects, it will not receive CFIA funding in 2026 to 2027 and is also not expected to receive any CFIA funding past fiscal year 2026 to 2027.

Expected results: Under the Challenge Stream, the CFIA will complete two challenges that develop an easy-to-use, affordable, and sensitive test for the early detection of HPAI, and a portable test to detect environmental domoic acid in marine waters. This will contribute to improved disease prevention, as well as enhanced food safety and security for Canadians.

Due to the Refocusing Government Spending Efforts announced in 2024, which significantly impact the ISC Challenge Stream, the CFIA does not anticipate releasing any new grant-based challenges from 2026 to 2027 and onwards.

Initiatives to engage applicants and recipients: Innovation, Science and Economic Development Canada, as the lead department, conducts engagement and consultation with applicants and recipients.

Statutory Compensation Payment (SCP)

End date: Ongoing

Type of transfer payment: Compensation payments

Type of appropriation: Statutory authority under the Health of Animals Act (S.C. 1990, c. 21) and the Plant Protection Act (S.C. 1990, c. 22)

Fiscal year for terms and conditions: Not applicable

• Departmental result 2: plant and animal resources are protected from diseases and pests and are safe for Canadians and the environment

Link to the department's Program Inventory: Monitoring and enforcement for plant health, monitoring and enforcement for animal health.

Purpose and objectives of transfer payment program: Compensate Canadians, in accordance with the appropriate regulations, for plants or animals ordered destroyed for the purpose of disease control.

Expected results: In accordance with the Health of Animals Act and the Plant Protection Act, owners and/or producers are eligible for compensation of animals or plants ordered destroyed for the purpose of disease control.

Fiscal year of last completed evaluation: 2019 to 2020

The evaluation of the Terrestrial Animal Health Program was completed in 2020 and included elements related to compensation.

General targeted recipient groups: Producers in Canada who have had animals and/or plants ordered destroyed for the purpose of disease control.
