Canadian Audit of the Mexican Shellfish Sanitation Program Final Audit Report - 2016
Executive summary

This report describes the outcome of an audit of the Mexican Shellfish Sanitation Program (MSSP) conducted by the Government of Canada from March 1 to 8, 2016.

The main objective was to determine if the MSSP provides an equivalent level of health protection as those provided by the Canadian Shellfish Sanitation Program (CSSP) and the Quality Management Program (QMP). This was the first audit of the MSSP by the Government of Canada.

The scope of the audit included evaluating whether the MSSP was implemented as documented and whether there were any significant differences between the MSSP and Canadian systems in the areas of; growing area classification and monitoring, harvesting controls, laboratories, and inspection systems for vessels, conveyances and processing establishments. Overall, the MSSP is being implemented by a comprehensive, dedicated team of professionals in the export producing states. Program co-ordination and oversight at the national level is through COFEPRIS and CCAYAC (laboratories).

The audit showed that the MSSP is generally performing as intended and demonstrated an acceptable implementation of controls. Areas of the program noted to be delivered effectively include the establishment inspection system, microbiological/chemical testing programs, and harvesting controls.
