Notice to Industry: Reminder: Effective June 13, 2022 – new certification process for the import of meat and poultry products from the United States
The Canadian Food Inspection Agency (CFIA) and the United States (U.S.) Food Safety and Inspection Service (FSIS) have worked closely together to implement the U.S. Public Health Information System (PHIS) for the issuance of export certificates from the U.S. to Canada.
Starting June 13, 2022, the FSIS will onboard the CFIA into their system and all certificates for meat and poultry products imported into Canada from the U.S. will be digitally signed. PHIS is FSIS secure IT system that will issue digitally signed certificates authorized by FSIS officials and will allow CFIA to review the certificates in real time through the Certificate Signature Viewer (CSV).
The FSIS's Export Certificate of Wholesomeness for Meat and Poultry (FSIS Form 9060-5, 5A, 5B) generated by PHIS export component will replace the Certificate for Export of Meat and Poultry Products to Canada (FSIS Form 9135-3). The FSIS will print PHIS-generated FSIS 9060-5 series (FSIS Form 9060-5, 5A, 5B, 5S) that are digitally signed in PHIS on plain paper, containing the watermark: "Approved Certificate – Available for Validation in PHIS."
Any shipments certified by FSIS prior to June 13, 2022, will have the paper version of the FSIS Form 9135-3 certificates with a wet signature. After June 13, 2022, the CFIA will provide industry with an 8-week transition period (until August 8, 2022) during which shipments entering Canada on FSIS Form 9135-3 certificates issued and signed before June 13, 2022, will be accepted. After the transition period, FSIS Form 9135-3 certificates issued and signed before June 13, 2022, will be reviewed on a case-by-case basis.
