Request for Export Certification to the EU – TRACES NT – Fish and Seafood

Introduction

Complete the Request for Export Certification to the EU – TRACES NT – Fish and Seafood form and submit it to your local Canadian Food Inspection Agency (CFIA) office for processing.

When the applicant is ready to submit their certificate request to the CFIA, the applicant will need to include the EU reference IMSOC number (Box I.2.a of Part I of the certificate) with their export certificate request in order for the CFIA to retrieve the certificate in TRACES NT.

Note: applicants are required to provide any information pertaining to the consignment, the exporter's export controls, and/or documentation to demonstrate compliance with Canadian and importing country requirements upon CFIA request.

Instructions

  1. Original Certificate Requests

    • Indicate by checking the box that identifies the request as "original"
    • In addition to Part A of the request form, Part B must be completed when animal health attestations apply to the consignment
    • Product(s) must be in Canada and be available for inspection if requested by the CFIA

    Once an original certificate request has been submitted, the CFIA will proceed with reviewing the request and issue the certificate via TRACES NT. If changes are required once the TRACES NT certificate is in the "Sign as in Progress" or "Validated" state:

    • If product is still in Canada: see Section 2: "Amended Certificate Requests"
    • If product has left Canada: see Section 3: "Replacement Certificate Requests"
  2. Amended Certificate Requests

    For each amendment to an original export certificate request, a new fully completed request form is required. Email correspondence alone, with the information requiring amendment, will not be accepted.

    • Indicate by checking the box that identifies the request as "amendment to original"
    • In the "Details of amendment" field of the new request form provide details on the information requiring amendment
    • In the "TRACES NT IMSOC #" field identify the IMSOC reference # of the original certificate requiring amendment
    • Product(s) must be in Canada and be available for inspection if requested by the CFIA
    • In addition to Part A of the request form, Part B must be completed when animal health attestations apply to the consignment

    The local CFIA office will determine if the amendments can be made or if a new request and certificate are required. If the amendments are possible, an automatic notification will be sent to the applicant via TRACES NT when the amended certificate has been validated. Product(s) cannot be exported prior to the validation of the certificate.

  3. Replacement Certificate Requests:

    For each replacement export certificate request, a new fully completed request form is required. Email correspondence alone, with the information requiring amendment, will NOT be accepted.

    • Indicate by checking the box that identifies the request as "replacement"
    • In the "Details of replacement" field of the new request form, provide details on the information requiring replacement
    • In the "TRACES NT IMSOC #" field, identify the IMSOC reference # of the original certificate requiring replacement
    • In addition to Part A of the request form, Part B must be completed when animal health attestations apply to the consignment

    If a replacement certificate can be issued, a new TRACES certificate and IMSOC reference number will be generated by CFIA. An automatic notification will be sent to the applicant via TRACES NT when the certificate has been validated.

    Note: validated certificates will only be cancelled by CFIA at the written request of the applicant. Replacement certificates cannot be issued for cancelled certificates. If a request to cancel a certificate is accidentally submitted, contact your local CFIA office immediately.

  4. For vessels landing directly in EU:

    • Refer to Safe Food for Canadians (SFC) licensed vessels landing fish in EU for details on how to complete Part I of the TRACES submission

      Note: individual member states (and/or countries in the EEA agreement) may have differing import requirements. It is the responsibility of the exporter to identify and to meet the requirements of the importing country and to ensure that the certificate will be accepted by the Border Control Post (BCP)

    • On the request form, the vessel name will be identified as the location where the product is available for inspection
    • The request will not be considered complete until the fully completed request form is submitted to CFIA
    • As per Article 6 of Regulation (EU) 2020/2235, transportation changes such as reduction in lot size/weight may be accommodated through the CHED document prepared by your importer. If a replacement certificate is required, the request must meet the requirements of Article 6 of CFIA Replacement policy. Frequent requests for replacement certificates indicate a lack of export controls and the request may be denied
    • A target maximum of 5 working days for service delivery applies to the certification of frozen products

    Note: CFIA will make every reasonable effort to validate the submitted certificate as quickly as possible.

Submit this request form to a CFIA Office only when the IMSOC in TRACES NT is complete and ready for validation. If the IMSOC is incomplete, it will not be actioned by CFIA.

Service timeline: The established service timeline for validating a TRACES NT submission is 3 days for live/fresh products, and 5 days for frozen products.

An aquaculture animal is any finfish, crustacean, or mollusc which is obtained from a farm or aquaculture licence/landfile/lease/tenure.

II.2.2.1

I am exporting aquaculture animals

Not applicable

If exporting aquaculture animals which are EU listed, and if the animals are live, an EU vector species, I have confirmed that the  aquaculture establishment from which I obtained the animals to be exported has a valid aquaculture licence issued by the Province or Territory or Fisheries and Oceans Canada (DFO) and that aquaculture establishment has records of the following:

  1. (i) the species, categories (fish/molluscs/crustaceans) and number of aquaculture animals on the aquaculture establishment;
  2. (ii) movements of aquatic animals into, and aquaculture animals out of, the establishment;
  3. (iii) mortality in the establishment.

II.2.2.2

I am exporting aquaculture animals

If exporting aquaculture animals which are EU listed, and if the animals are live, an EU vector species, I have confirmed that I have records which verify that the animals have been grown on landfile(s) and/or lease(s) and/or aquaculture tenure(s) that has received an annual veterinary visit for the purpose of detecting any occurrence of disease(s) and that no diseases have been identified.

II.2.3.3.

I confirm that the live wild molluscs or aquaculture aquatic animals (finfish, molluscs or crustaceans) or their products are to be shipped directly from the establishment of export to the European Union.

II.2.3.4.

I confirm that the live wild molluscs or aquaculture aquatic animals (finfish, molluscs or crustaceans) or their products have not comingled with other EU listed or vector species.

The aquaculture establishment(s) from which these animals to be exported are derived from imported fish, molluscs or crustaceans from the following countries: (List below)

II.2.5.

I confirm that at the time of export, the live wild molluscs or aquaculture aquatic animals (finfish, molluscs or crustaceans) or the population from which the products were derived:

  1. (i) had no abnormal mortalities with an undetermined cause;
  2. (ii) were not subject to national restriction measures for animal health reasons or due to abnormal mortalities of undetermined cause; and
  3. (iii) were not intended to be killed under a national program for the eradication of diseases.

II.2.6.1.

If exporting live animals in water, I confirm that arrangements have been made that the water in which they are transported is not changed in a third country or territory, zone or compartment which is not approved for entry of the particular species and category of aquatic animals into the European Union;

II.2.6.2.

For live aquatic animals, I confirm that arrangements have been made that prior to loading for dispatch to the European Union, that the aquatic animals are not transported under conditions that jeopardize their health status, in particular:

  1. (i) if the animals are transported in water, it is done in a way that does not alter their health status;
  2. (ii) the means of transport and the containers are constructed in such a way that the health status of the aquatic animals is not jeopardized during transportation;
  3. (iii) that the container or well boat is either previously unused or cleaned and disinfected

II.2.6.3.

For live aquatic animals, I confirm that arrangements have been made that from the time of loading at the establishment of origin until the time of arrival in the European Union, the animals in the consignment are not transported in the same water or container or well-boat together with aquatic animals which are of a lower health status or which are not intended for entry into the European Union;

II.2.6.4.

For live aquatic animals, I confirm that arrangements have been made that where a water exchange is necessary in a country, territory, zone, or compartment which is listed for entry of the particular species and category of aquatic animals into the European Union:

II.2.7. / II.2.7.1.

I confirm that arrangements have been made to identify and label the means of transport or containers with a legible and visible label on the exterior of the container or an entry in the ships manifest when transported by well boat, which clearly links the consignment to the animal health certificate

II.2.7.2.

For live aquatic animals, I confirm that arrangements have been made that the legible and visible label will contain at least the following information:

  1. (a) the number of containers in the consignment
  2. (b) the name of the species present in each container
  3. (c) the number of animals in each container for each of the species present; and
  4. (d) 1 of the following statements:
    1. 'live fish intended for human consumption in the European Union'
    2. 'live crustaceans intended for human consumption in the European Union'
    3. 'live molluscs intended for human consumption in the European Union'

II.2.7.3

For non-live products, I confirm that arrangements have been made that the legible and visible label will contain at least 1 of the following statements:

  1. 'products of animal origin from fish, other than live fish, intended for further processing in the European Union'
  2. 'products of animal origin from molluscs, other than live molluscs, intended for further processing in the European Union'
  3. 'products of animal origin from crustaceans, other than live crustaceans, intended for further processing in the European Union'
