The Fertilizers Regulations were amended on October 26, 2020, with a three-year implementation period. While reducing overall burden on industry, the changes introduced new requirements for some sectors to transition to the current ("new") regulations.
For product categories most impacted, the CFIA provided a 2-year extended compliance promotion period, which ended on October 26, 2025.
In recognition of ongoing dialogue with the bulk fertilizer sector, the Canadian Food Inspection Agency (CFIA) has further extended the compliance promotion period for bulk fertilizers until July 31, 2026. This extension allows additional time for discussion with industry on developing a path to compliant labelling (for example, bilingual labels).
CFIA inspectors will continue to verify compliance using the current (2020) Fertilizers Regulations. In cases where label non-compliances do not impact the safety of a bulk fertilizer product, inspectors will notify the responsible regulated party and work with them to bring the product into compliance by July 31, 2026.
If a serious safety issue is identified, the CFIA will act immediately to protect consumers and the environment.
Compliance and enforcement
Compliance promotion is any activity that supports, motivates or encourages compliance with legislation that CFIA enforces. It is different from control actions (for example, product detention) or enforcement (for example, prosecution) which the CFIA can take to correct a non-compliance and control risks.
Both compliance and enforcement actions taken by the CFIA are part of a continuum as described in Compliance and Enforcement Policy. Standard inspection procedures ensure objectivity, fairness, effectiveness and predictability across the country.
