About this consultation
We are proposing updates to streamline Directive D-12-01. It also includes the addition of two sections:
- Section 5.1.1 Specific requirements to import niger seed or buckwheat hulls to Canada for all end uses (adapted from an existing Grains and Oilseeds Directive that is no longer in use)
- Appendix 2: Potentially Invasive Plants – Not Authorized Pending Pest Risk Analysis (NAPPRA)
Appendix 2 lists plant species identified as species of concern for which a full weed risk analysis has not been completed. These species will be prohibited on imports.

Who is the focus of this consultation
We are seeking comments from:
- industry
- stakeholders
- indigenous peoples
- trading partners
- other government departments and agencies, including provincial, territorial and municipal
- invasive plant councils
- all other interested parties

Next steps
We will review the feedback received through this consultation and finalize the updated directive this Fall.
