About the consultation

We are seeking comments on the following new single ingredient feed (SIF) description for a new purpose (source of energy):

  • Dehydrated carrots

In addition, we are seeking comments on the following amended SIF descriptions:

  • 1-206-006: Fresh carrots (or carrot root fresh ground)
  • 1-617-098: Dehydrated carrots (formerly named carrot, dehydrated, sliced, diced, or ground)

Finally, we are seeking comments on the proposed deletion of the following SIF description from part 1 of the CFIT:

  • 1-617-100: Carrot root, ground (or Daucus carota L. ground)

Background

The Feeds Regulations, 2024 require a proponent to submit a pre-market application for new feed ingredients or SIFs that have been modified such that they differ from an approved SIF, or SIFs that are for a new purpose. We evaluate the information in the application to establish that the SIF is safe, effective, and labelled correctly.

Approved SIFs are listed and described in the Canadian Feed Ingredients Table (CFIT), which is incorporated by reference (IBR) into the Feeds Regulations, 2024. Our Incorporation by Reference Policy requires that a consultation be conducted before changes to IBR documents are made. Refer to Documents incorporated by reference under the Feeds Regulations, 2024 for additional information.

About the evaluation

Our Animal Feed Program (AFP) has completed a detailed evaluation of an application for the approval of a new SIF: dehydrated carrots.

In addition, our AFP has made amendments to two existing descriptions: fresh carrots (1-206-006) and dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground) to align with the new description for dehydrated carrots (its new purpose as a source of energy).

Finally, our AFP has proposed the deletion of the SIF description: carrot roots, ground (1-617-100) as it aligns with the amended description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground).

The evaluation considered information related to:

  • the safety of feeding these SIFs to livestock with respect to animal health
  • the safety of foods derived from livestock that eat these SIFs
  • the safety of workers and bystanders exposed to these SIFs
  • environmental safety
  • the fit-for-purpose and efficacy of these SIFs for the intended livestock species

The results of our evaluation of available scientific data supports the safety and efficacy of dehydrated carrots for an additional purpose, as a source of energy in livestock feeds, and fresh carrots (1-206-006), and its intended purpose as a source of energy; and dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground) as a flavour ingredient.

Therefore, we recommend that the new description: dehydrated carrots be approved as a new SIF and added to the CFIT. In addition, we recommend that the descriptions for fresh carrots (1-206-006) and dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground) be amended and replace the current SIF descriptions in the CFIT.

Finally, we recommend that carrot roots, ground (1-617-100) be removed from the CFIT as this SIF meets the proposed amended description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground).

Proposed SIF description

We intend to add dehydrated carrots under subclass 2.6 (Fruit and vegetable derived products) of class 2 (Energy feeds) in part 1 of the CFIT with the following description:

Dehydrated carrots

is the dried product that consists of sound carrot roots that have been washed, trimmed and dehydrated in accordance with good manufacturing practices and is reasonably free of other crop plants, weeds and moulds. The product must meet all standards for human consumption.

If the product bears a name descriptive of the form (for example, sliced, diced, ground), it shall correspond thereto and it may be indicated on the label.

This ingredient is approved for use as a source of energy in livestock feeds.

It shall be labelled with guarantees for minimum percent crude protein, maximum percent crude fat, maximum percent crude fibre, and maximum percent moisture.

An ingredient number will be assigned at the time this SIF description is added to the CFIT for this new purpose.

Amended SIF descriptions

We intend to amend the existing SIF description for fresh carrots (carrot root fresh ground) (1-206-006) under subclass 2.6 (Fruit and vegetable derived products) of class 2 (Energy feeds) in part 1 of the CFIT.

The amendments to this description consist of:

  • including some of the standardized wording used in the new description for dehydrated carrots for its additional purpose and the amended description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground)
  • adding the standardized statement for indicating the form of the SIF on the label
  • adding the purpose statement

The amended description is:

1-206-006 Fresh carrots (carrot root fresh)

is the product that consists of sound carrot roots which have been washed and sorted in accordance with good manufacturing practices and is reasonably free of other crop plants, weeds and moulds. The product must meet all standards for human consumption.

If the product bears a name descriptive of the form (for example, ground), it shall correspond thereto and it may be indicated on the label.

This ingredient is approved for use as a source of energy in livestock feeds.

In addition, we intend to amend the existing SIF description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground) under subclass 6.17 (Flavour ingredients) of class 6 (Non-nutritive ingredients) in part 1 of the CFIT.

The amendments to this description consist of:

  • revising the SIF name from Carrot, dehydrated, sliced, diced, or ground (or Daucus carota L., dried, sliced, diced, or ground) to only one approved SIF name, dehydrated carrots
  • adding the standardized statement for indicating the form of the SIF on the label
  • revising the purpose statement
  • adding required label guarantees for minimum percent crude protein, maximum percent crude fat, maximum percent crude fibre, and maximum percent moisture content
  • maintaining the maximum inclusion rate of 100 g/tonne in the description for its approved purpose as a flavour ingredient

The amended description is:

1-617-098 Dehydrated carrots

is the dried product that consists of sound carrot roots that have been washed, trimmed and dehydrated in accordance with good manufacturing practices and is reasonably free of other crop plants, weeds and moulds. The product must meet all standards for human consumption.

If the product bears a name descriptive of the form (for example, sliced, diced, ground), it shall correspond thereto and it may be indicated on the label.

This ingredient is approved for use as a flavour ingredient in an amount not to exceed 0.0100% or 100 g/tonne of the complete feed for livestock species.

It shall be labelled with guarantees for minimum percent crude protein, maximum percent crude fat, maximum percent crude fibre, and maximum percent moisture.

Finally, we intend to remove the existing description for carrot root, ground (1-617-100) under subclass 6.17 (Flavour ingredients) of class 6 (Non-nutritive ingredients) in part 1 of the CFIT. This existing description meets the proposed amended description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground). Therefore, it would be redundant to maintain this existing SIF description in the CFIT.

Additional information

New description for dehydrated carrots

The new description for dehydrated carrots will be placed into part 1 of the CFIT. Dehydrated carrots are produced by washing, trimming, and drying fresh carrot roots to a stable moisture content. This is achieved through conventional dehydration methods consistent with fruit and vegetable-based SIFs listed in subclass 2.6 (Fruits and vegetable derived products) of class 2 (Energy feeds) of the CFIT. This simple physical process preserves the SIF's identity and nutritional profile without introducing unique hazards. Other carrot-derived SIFs are already listed in part 1 of the CFIT as a source of energy and as a flavour ingredient. For example, fresh carrots (1-206-006) are listed in class 2 (Energy feeds) in part 1 of the CFIT, and carrot, dehydrated, sliced, diced, or ground (1-617-098) is listed in subclass 6.17 (Flavour ingredients) in part 1 of the CFIT.

Dehydrated carrots are allowed for all livestock species, and no maximum use rate restrictions are included in this new description. This SIF is intended to provide a source of energy for livestock species.

Amendments to existing carrot-based SIF descriptions

With the new description for dehydrated carrots being proposed as a source of energy, the existing description for fresh carrots (1-206-066) was amended to align with the dehydrated (dried) form of carrots. This would mean that there would be a description for fresh carrots and a separate description for dehydrated carrots, both of which are approved as a source of energy.

With the new proposed SIF description for dehydrated carrots for its additional purpose (as a source of energy), amendments were required to the existing description for the dehydrated form of carrots, dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground) found in subclass 6.17 of part 1 of the CFIT. The amended description aligns better with the general description of the SIF (the dehydrated form of carrots) and includes the standardized wording for multi-purpose SIFs as the dehydrated form of carrots is approved as a source of energy as well as a flavour ingredient.

Removing carrot roots, ground (1-617-100) from the CFIT

We have decided to remove the existing description for carrot roots, ground (1-617-100) found in subclass 6.17 (Flavour ingredients) of class 6 (Non-nutritive ingredients) in part 1 of the CFIT. Based on the amendments made to the existing description for dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground), the existing description for carrot roots, ground (1-617-100) would meet the proposed amended description for dehydrated carrots (1-617-098; formerly known as Carrot, dehydrated, sliced, diced, or ground). Therefore, it would be redundant to maintain this existing description in the CFIT.

Who is the focus of this consultation

Animal feed stakeholders are the focus of this consultation, including:

  • suppliers of feed ingredients
  • commercial feed manufacturers
  • feed importers, distributors and retailers
  • industry associations
  • other government departments
  • international trading partners
  • veterinarians

All comments from industry, governments, the public, or other organizations or individuals, are welcome.

How to participate

We are seeking feedback on the new and amended descriptions for:

  • Dehydrated carrots (an additional purpose)
  • 1-206-006: Fresh carrots (or carrot root fresh ground)
  • 1-617-098: Dehydrated carrots (formerly known as carrot, dehydrated, sliced, diced, or ground)

Furthermore, we are seeking feedback on the removal of the description for:

  • 1-617-100: Carrot root, ground (or Daucus carota L. ground)

Stakeholders are encouraged to share comments if there are:

  • concerns about the accuracy of the SIF descriptions
  • any scientific data that should be considered before the SIFs are approved, amended or deleted

Our evaluators will review scientific questions or information for consideration in the evaluation. They will also evaluate non-scientific input and explore appropriate ways of addressing it.

Next steps

We will review all the comments received. If no significant scientifically valid concerns are raised, we will finalize the approval of the new description for dehydrated carrots for its new purpose and issue the approval to the applicant.

In addition, if no significant scientifically valid concerns are raised, we will finalize the amended descriptions forfresh carrots (1-206-006) and dehydrated carrots (1-617-098; formerly named carrot, dehydrated, sliced, diced, or ground).

Finally, if no significant scientifically valid concerns are raised, we will remove the description for carrot roots, ground (1-617-100) from the CFIT.

If significant concerns are raised, we will evaluate the additional information.

The new description for dehydrated carrots for its additional purpose will be added to the CFIT at the next update.

In addition, the amended descriptions for fresh carrots (1-206-006) and dehydrated carrots (1-617-098) will be added to the CFIT, and the description for carrot roots, ground (1-617-100) will be removed from the CFIT at the next update.
