Norway - Export requirements for fish and seafood

Eligible

  • All fish and seafood products
    • Norway has adopted the certification and import requirements in place for the European Union (EU). See export requirements for European Union.
    • Information on EU approved veterinary border inspection posts (BIPs) (Box 1.16) for Norway can be found on the European Commission webpage for Veterinary Border Control. Exporters should ensure through their buyer/importer that the correct BIP is listed.
  • Seal oils for human consumption – 3 types of oil: raw seal oil, refined seal oil and seal oil in gelatin capsules
    • Norway has developed their own requirements for certification and import of seal oil. These requirements are identified below

Ineligible

  • Seal products for human consumption other than seal oil, including seal meat and seal organs

Pre-export approvals by the competent authority of the importing country

  • To be eligible to export fish and seafood products, excluding seal oil:
    • See pre-export approval requirements for European Union
  • To be eligible to export seal oil products for human consumption to Norway:
    • Establishments must have a valid Safe Food for Canadians (SFC) licence with the Canadian Food Inspection Agency (CFIA)
    • The border officials in Norway will refer to the SFC Licence Registry to confirm that the processor has a valid licence
    • Norway is using the EU's TRACES NT system for pre-notification on the upcoming arrival of consignments into the country. Norway has indicated that establishments must appear on the FFP – Fishery products administered by Directorate-General for Health and Food Safety (DG-SANTE) in order to facilitate the importer's creation of Common Health Entry Document (CHED) documents. Seal oils

3 product types:

  • raw seal oil (bulk for further processing)
  • refined seal oil (bulk for further processing)
  • seal oil in gelatin capsules (bulk capsules for packaging, and consumer prepackaged)

The products must not contain any antiseptic, food coloring, preservative or any other additives which can harm human health.

Production controls and inspection requirements

Seal oils

The seal oil must be subjected to a heat treatment of at least 90°C throughout its substance in order to kill any pathogenic microorganisms.

The controls outlined in the Code of Practice for the Harvest, Transport, Processing and Export of Seal Products Intended for Human Consumption must be implemented during the harvest, handling, transport and processing of the raw material from which the seal oil was processed.

Follow the controls documented in the Code of Practice for the Harvest, Transport, Processing and Export of Seal Products Intended for Human Consumption:

  • the raw material for seal oil production originates from animals and carcasses were subject to a complete external and internal examination and considered to be healthy and suitable for human consumption
  • the slaughtering, pelting and evisceration of seals was performed by adequately trained harvesters
  • the seal oil was derived from fresh, sound and wholesome raw materials

Standards for vessel and truck sanitation, hygiene and product temperature must be respected through the whole process.

The establishments and the product must meet all the requirements outlined on the certificate for the export of seal oil to Norway, specifically:

  • the relevant provisions of the Regulations (EC) No 178/2002, (EC) No 852/2004, (EC) No 853/2004, and,
  • Regulation (EC) No 2017/625 have been met and the seal oil was produced, processed, transported and handled in accordance with those requirements

Encapsulated seal oil in gelatin capsules must meet these additional requirements

The gelatin contained in the seal oil capsules must meet the relevant provisions of Regulations (EC) No 178/2002, (EC) No 852/2004 and (EC) No 853/2004 in that the gelatin described above was produced in accordance with those requirements, in particular that it:

  • comes from (an) establishment(s) implementing a program based on the HACCP principles in accordance with Regulation (EC) No 852/2004
  • has been produced from raw material which met the requirements of Section XIV, Chapters I and II of Annex III to Regulation (EC) No 853/2004
  • has been manufactured in compliance with the conditions set out in Section XIV, Chapter III of Annex III to Regulation (EC) No 853/2004
  • satisfies the criteria of Section XIV, Chapter IV of Annex III to Regulation (EC) No 853/2004 and to Regulation (EC) No 2073/2005 on microbiological criteria for foodstuffs

And

  • if from ruminant origin, does not contain and is not derived from:

Either

  • specified risk material as defined in Annex XI, section A, to Regulation (EC) No 999/2001 produced after 31 March 2001, or mechanically recovered meat obtained from bones of bovine, ovine or caprine animals produced after 31 March 2001. After 31 March 2001 the bovine, ovine and caprine animals, from which this product is derived, have not been slaughtered after stunning by means of gas injected into the cranial cavity or killed by the same method or slaughtered by laceration after stunning of central nervous tissue by means of an elongated rod-shaped instrument introduced into the cranial cavity.

Or

  • bovine, ovine and caprine materials other than those derived from animals born, continuously reared and slaughtered in: ___________ . [insert here: The name of the country, as listed in point 15(b) of Annex XI to regulation (EC) No 999/2001 as amended]
