Notice to Industry – Prolonged processing times for animal pathogen import permits

June 23, 2025

The Canadian Food Inspection Agency (CFIA) is currently experiencing prolonged processing times for import permits for animal pathogens. The average time for processing is currently estimated at 17 weeks, and complex requests or requests with missing information may take longer. Applicants are encouraged to submit applications as early as possible, and all applications will be processed in order of arrival. We are unable to provide updates on the status of active applications.

Due to the ongoing outbreak of H5N1 highly pathogenic avian influenza (HPAI), permits to support the outbreak response will be prioritized.

Permits to import (Application for Permit to Import Animal Pathogens CFIA/ACIA 5858) are requested through the Agency's online service portal, My CFIA. If you do not have access to My CFIA, you can sign up online.

The import permit process is essential in reducing the potential risks to Canadians, industries and the environment. We are committed to improving processing times, including by adding more staff to support the Animal Pathogen Import Program. At the same time, we are reviewing how we handle pathogen import applications and regulatory permissions. Our goal is to find ways to make the process faster, simpler, and more efficient. We will continue to provide updates as the situation evolves.

We value feedback from our regulated parties as it helps us identify areas for improvement. If you would like to share concerns regarding processing delays and their impact on your organization, you may do so at compliments, comments and complaints.

Thank you for your patience.
