From August 15, 2025, to September 15, 2025, we conducted a 30-day public consultation on proposed amendments to the document incorporated by reference (IBR): Tables of Nutrient Guarantees and Conditions for Feed Labels.
The objective of the consultation was to gather stakeholder input on 2 proposed changes:
- expansion of ash guarantees
We proposed updating table 2 (optional guarantees) to allow ash to be listed as an optional guarantee for all livestock feeds—not just fish feeds. This would permit ash to be declared on the label as a minimum, maximum, or actual percentage. - use of acronyms for equivalent crude protein (ECP)
We proposed permitting the use of the acronyms "ECP" or "E.C.P." in the guaranteed analysis section of the label, provided the feed includes a guarantee for equivalent crude protein and the acronym is clearly defined on the label through a note or footnote.
During the consultation period, we received 3 sets of comments and feedback from stakeholders.
Summary of feedback received:
- a stakeholder supported the expansion of ash guarantees to all livestock feeds
- another stakeholder supported the use of the acronyms "ECP" or "E.C.P." in place of the full term "equivalent crude protein"
- a third submission did not address the proposed changes and was therefore considered outside the scope of this consultation
- no opposition to the proposed changes was received
A question was raised regarding ash guarantees in mineral feeds. Clarification was provided that as a compositional standard, mineral feeds must contain at least 40% crude ash, ensuring they are primarily mineral-based and not better classified as supplements. While an ash guarantee is not required on the label for mineral feeds, it may be included as an optional guarantee.
Outcome
Following the public consultation, we have finalized the modifications in the Tables of Nutrient Guarantees and Conditions for Feed Labels and made it available to the public.
