About the consultation

We are seeking comments on these amended single ingredient feed (SIF) descriptions:

  • Yucca mohavensis extract (or Yucca schidigera extract)
  • Yucca schidigera powder (or dried Yucca schidigera powder)
  • Yucca mohavensis sap (or Yucca schidigera sap)

Background

The Feeds Regulations, 2024 require a proponent to submit a pre-market application for new feed ingredients or SIFs that have been modified such that they differ from an approved SIF, or SIFs that are for a new purpose. We evaluate the information in the application to establish that the SIF is safe, effective, and labelled correctly.

Approved SIFs are listed and described in the Canadian Feed Ingredients Table (CFIT), which is incorporated by reference (IBR) into the Feeds Regulations, 2024. Our Incorporation by Reference Policy requires that a consultation be conducted before changes to IBR documents are made. Refer to Documents incorporated by reference under the Feeds Regulations, 2024 for additional information.

About the evaluation

Our Animal Feed Program (AFP) has completed a detailed evaluation of an application for the amendment of an existing SIF description: Yucca mohavensis extract. In addition, our AFP has made amendments to two existing descriptions (Yucca schidigera powder and Yucca mohavensis sap) to align with the amendments made to the Yucca mohavensis extract description.

The evaluation considered information related to:

  • the safety of feeding these SIFs to livestock with respect to animal health
  • the safety of foods derived from livestock that eat these SIFs
  • the safety of workers and bystanders exposed to these SIFs
  • environmental safety
  • the fit-for-purpose and efficacy of these SIFs for the intended livestock species

The results of our evaluation of available scientific data supports the safety and efficacy of Yucca mohavensis extract, Yucca schidigera powder and Yucca mohavensis sap and their intended purpose as a component of odour control agents.

Therefore, we recommend that the descriptions for Yucca mohavensis extract, Yucca schidigera powder and Yucca mohavensis sap be amended and the amended descriptions replace the current SIF descriptions in the CFIT.

Amended SIF descriptions

We intend to amend the existing SIF description for Yucca mohavensis extract (2-614-002) under subclass 6.14 (Odour control agents) of class 6 (Non-nutritive ingredients) in part 2 of the CFIT.

The amendment to this description consists of updating the manufacturing process in the existing description to encompass the manufacturing and processing steps for all registered sources of this part 2 SIF.

The amendment also adds the standardized carrier statement to allow for the ingredient on carrier to be considered as a SIF and registered directly as an odour control agent with approved odour control claim(s). Since it can be registered directly as an odour control agent, the following required labelling statement was removed: "This ingredient is approved for use as a component of odour control agents." This statement (purpose statement) is already stated in the existing description.

The amended description is:

2-614-002 Yucca mohavensis extract (or Yucca schidigera extract)

is the product obtained from pressing chopped or shredded Yucca schidigera stems (Yucca mohavensis), or both and collecting the resulting liquid. The liquid is then clarified by centrifugation and/or filtration to remove solids and may be stabilized with copper and/or sodium benzoate before drying.

This ingredient is approved for use as a component of odour control agents.

If a carrier is used, it must be approved for use in livestock feeds, it shall be used at the approved rate, and the common name or names shall be indicated on the label.

In addition, we intend to amend the existing SIF description for Yucca schidigera powder (2-614-001) under subclass 6.14 (Odour control agents) of class 6 (Non-nutritive ingredients) in part 2 of the CFIT.

The amendment to this description consists of adding a standardized carrier statement to allow for the ingredient on carrier to be considered as a SIF and registered directly as an odour control agent with approved odour control claim(s). Since it can be registered directly as an odour control agent, the following required labelling statement was removed: "This ingredient is approved for use as a component of odour control agents." This statement (purpose statement) is already stated in the existing description.

The amended description is:

2-614-001 Yucca schidigera powder (or dried Yucca schidigera)

is the product obtained when the whole stem (trunk) of the Yucca schidigera plant is shredded, sun-dried and pulverized into a fine powder.

This ingredient is approved for use as a component of odour control agents.

If a carrier is used, it must be approved for use in livestock feeds, it shall be used at the approved rate, and the common name or names shall be indicated on the label.

Finally, we intend to amend the existing SIF description for Yucca mohavensis sap (2-614-003) under subclass 6.14 (Odour control agents) of class 6 (Non-nutritive ingredients) in part 2 of the CFIT.

The amendment to this description consists of adding a standardized carrier statement to allow for the ingredient on carrier to be a SIF and register it directly as an odour control agent with approved odour control claim(s). Since it can be registered directly as an odour control agent, the following required labelling statement was removed: "This ingredient is approved for use as a component of odour control agents." The purpose statement will remain in the amended description.

The amended description is:

2-614-003 Yucca mohavensis sap (or Yucca schidigera sap)

is the sap obtained from chopped or shredded Yucca schidigera stems (Yucca mohavensis), or both.

This ingredient is approved for use as a component of odour control agents.

If a carrier is used, it must be approved for use in livestock feeds, it shall be used at the approved rate, and the common name or names shall be indicated on the label.

Additional information

Yucca mohavensis extract will remain in part 2 of the CFIT due to the manufacturing process. The manufacturing process has the potential to introduce chemical or microbial hazards. The existing description for Yucca mohavensis extract was amended to encompass and update the manufacturing processes for all registered sources of this part 2 SIF, to add the standardized statement to allow carrier(s), and to remove the required labelling statement (that is, the purpose statement) from the description. These amendments were required because we evaluated a source that used different processing steps to manufacture the final SIF.

Yucca schidigera powder and Yucca mohavensis sap will remain in part 2 of the CFIT due to the potential for the manufacturing process to introduce chemical or microbiological hazards. The amendment to these descriptions includes the addition of a carrier statement to allow for the part 2 SIF on carrier(s) to be registered directly as a SIF with its approved odour control claim(s), and the required labelling statement "This ingredient is approved for use as a component of odour control agents" to be removed as it no longer was applicable and could result in confusion if it remained in the descriptions. The same statement (purpose statement) will remain in the amended descriptions. The amendments to these two descriptions were made to align with the amendments made to the Yucca mohavensis extract description.

Who is the focus of this consultation

Animal feed stakeholders are the focus of this consultation, including:

  • suppliers of feed ingredients
  • commercial feed manufacturers
  • feed importers, distributors and retailers
  • industry associations
  • other government departments
  • international trading partners
  • veterinarians

All comments from industry, governments, the public, or other organizations or individuals, are welcome.

How to participate

We are seeking feedback on the amended description for:

  • Yucca mohavensis extract
  • Yucca schidigera powder
  • Yucca mohavensis sap

Stakeholders are encouraged to share comments if there are:

  • concerns about the accuracy of the SIF descriptions
  • any scientific data that should be considered before the SIFs are amended

Our evaluators will review scientific questions or information for consideration in the evaluation. They will also evaluate non-scientific input and explore appropriate ways of addressing it.

Next steps

We will review all the comments received. If no significant scientifically valid concerns are raised, we will finalize the approval of the amended description for Yucca mohavensis extract and issue the approval to the applicant. In addition, if no significant scientifically valid concerns are raised, we will finalize the amended descriptions for Yucca schidigera powder and Yucca mohavensis sap.

If significant concerns are raised, we will evaluate the additional information.

The amended descriptions for Yucca mohavensis extract, Yucca schidigera powder, and Yucca mohavensis sap will be added to the CFIT at the next update.
