About the consultation
We are seeking comments on the following proposed new single ingredient feed (SIF) description for pea solubles for a new purpose (as a pelleting aid).
In addition, we are seeking comments on the amended description for pea solubles approved as a source of dietary energy and protein in feeds for cattle and swine.
Background
The Feeds Regulations, 2024 require a proponent to submit a pre-market application for new feed ingredients or SIFs that have been modified such that they differ from an approved SIF or SIFs that are for a new purpose. We evaluate the information in the application to establish that the SIF is safe, effective and labelled correctly.
Approved SIFs are listed and described in the Canadian Feed Ingredients Table (CFIT), which is incorporated by reference (IBR) into the Feeds Regulations, 2024. Our Incorporation by Reference Policy requires that a consultation be conducted before changes to IBR documents are made. Refer to Documents incorporated by reference under the Feeds Regulations, 2024 for additional information.
About the evaluation
Our Animal Feed Program (AFP) has completed a detailed evaluation of the application for the approval of pea solubles for a new purpose (as a pelleting aid).
The evaluation considered information related to:
- the safety of feeding this SIF to livestock with respect to animal health
- the safety of foods derived from livestock that eat this SIF
- the safety of workers/bystanders exposed to this SIF
- environmental safety
- the fit-for-purpose and efficacy of this SIF for the intended livestock species
The results of our evaluation of available scientific data supports the safety and efficacy of pea solubles for an additional purpose, as a pelleting aid to be added to canola meal.
Therefore, we recommend that pea solubles be approved for this additional purpose and added to the CFIT, accordingly.
In addition, as a result of this proposed description and to align the wording used in the new proposed descriptions for pea processing residues dehydrated and pea processing residues wet, we have decided to amend the description for pea solubles found in subclass 2.7 (Sugars and starches) of part 2 of the CFIT.
Therefore, we recommend the description for pea solubles found in subclass 2.7 (Sugars and starches) in class 2 (Energy feeds) of part 2 of the CFIT to be amended and the amended SIF description replace the current SIF description in the CFIT, accordingly.
Proposed SIF description
We intend to add pea solubles under subclass 6.4 (Pelleting aids) of class 6 (Non-nutritive ingredients) in part 2 of the CFIT with the following description:
Pea solubles
is the product obtained after the removal of most of the fibre, starch and partial removal of the protein constituents by a wet milling process from sound, cleaned, dehulled and dry milled field peas (Pisum sativum).
This ingredient is approved for use as a pelleting aid in canola meal in an amount not to exceed 2% weight/weight (w/w) of the canola meal.
It shall be labelled with the following statement:
This ingredient is approved for use as a pelleting aid in canola meal in an amount not to exceed 2% weight/weight (w/w) of the canola meal."
It shall be labelled with guarantees for minimum percent total sugars, minimum percent crude fat, minimum percent crude protein, maximum percent moisture, maximum percent crude fibre and maximum percent ash.
An ingredient number will be assigned at the time this SIF is added to the CFIT for this new purpose.
Amended SIF description
We also intend to amend the existing SIF descriptions for pea solubles (2-207-002) under subclass 2.7 (Sugars and starches) of class 2 (Energy feeds) in part 2 of the CFIT. The minor amendment is stating partial removal of the protein constituents as opposed to removal of the protein constituents. This change aligns with the new description of pea solubles and the new proposed descriptions for pea processing residues dehydrated and pea processing residues wet.
The amended description is:
2-207-002 Pea solubles
is the product obtained after the removal of most of the fibre, starch and partial removal of the protein constituents by a wet milling process from sound, cleaned, dehulled and dry milled field peas (Pisum sativum).
This ingredient is approved for use as a source of dietary energy and protein in feeds for swine and cattle.
It shall be labelled with the following statement:
Caution/Précaution :
"Do not feed to pigs weighing less than 25 kg. / Ne pas servir aux porcs pesant moins de 25 kg."
It shall be labelled with guarantees for minimum percent total sugars, minimum percent crude fat, minimum percent crude protein, maximum percent moisture, maximum percent crude fibre and maximum percent ash.
Additional information
In addition to pea solubles being approved for use as a source of dietary energy and protein for feeds for cattle and swine, this SIF is approved for an additional purpose as a pelleting aid to be added to canola meal. The additional purpose for this SIF is very specific in which it can only be added to canola meal at an amount not to exceed 2% weight/weight of the canola meal. Since its purpose as a pelleting aid is restrictive based on the maximum inclusion rate and only allowed to be added to canola meal, the caution statement is not included and there are no livestock species restrictions.
As a result of pea solubles being approved for an additional purpose (as a pelleting aid), minor amendments were required to the existing pea solubles description found in subclass 2.7 (Sugars and starches) of part 2 of the CFIT to better align with the actual manufacturing process and composition (that is, partial removal of the protein constituents) and to align with the general description of the new proposed descriptions for pea processing residues dehydrated and pea processing residues wet. The livestock species restrictions (only approved for use in feeds for cattle and swine) and the caution statement (cannot be fed to pigs weighing less than 25 kg) did not change in this existing description.

All comments are welcome from industry, governments, the public or other organizations or individuals.

- concerns about the accuracy of the SIF description
- any scientific data that should be considered before the SIF is amended
Our evaluators will review scientific questions or information for consideration in the evaluation. They will also evaluate non-scientific input and explore appropriate ways of addressing it.

Next steps
We will review all of the comments received. If no significant scientifically valid concerns are raised, we will finalize the approval of pea solubles for its new purpose and issue the approval to the applicant. In addition, if no significant scientifically valid concerns are raised, we will finalize the amended descriptions for pea solubles.
If significant concerns are raised, then we will evaluate the additional information and may, subject to the commenters' consent, forward the comments to the applicant for their response. A what we heard report that summarizes the feedback received will be prepared.
The new description for pea solubles will be added to subclass 6.4 (Pelleting aids) of part 2 of the CFIT at the next update.
In addition, the amended description for pea solubles in subclass 2.7 (Sugars and starches) will be added to the CFIT at the next update.
