Consultation description
The Canadian Food Inspection Agency launched a 30-day public consultation on zoning-related changes to the Health of Animals Regulations (Regulations).
These proposed changes would align the Regulations with zoning elements that were introduced in the Health of Animals Act (Act) in 2012 and eliminate confusion in the interpretation of the Regulations and the Act.
Specifically, the changes would remove redundancies regarding eradication and control areas, align the permit requirements of the Act so that permits are issued on the same basis as the licences and permits required by the Regulations, and enable effective disease management controls within a zone.
These proposed amendments would not impose any new requirements, and would have no economic impact and no direct costs.
Disease control or eradication measures are currently undertaken when a foreign animal disease enters Canada. The only proposed change to diseases control is the legal framework under which these control measures are established and managed. These amendments would not increase compliance or administrative burden on or costs to small businesses.
Who was the focus of this consultation
These proposed regulatory amendments are not specific to one disease or any specific stakeholder group. All comments were welcome, whether from industry, governments, the public, or other organizations or individuals. The CFIA has previously held consultations in 2014 to discuss options for managing animal diseases, including the use of zoning.
