In its Red Tape Reduction Action Plan, the Government committed to build on the efforts of the Paperwork Burden Reduction Initiative by requiring departments, through the Administrative Burden Baseline initiative, to provide a count of the requirements in federal regulations that impose an administrative burden on business. Administrative burden includes planning, collecting, processing and reporting of information, and completing forms and retaining data required by the federal government to comply with a regulation. This includes filling out licence applications and forms, as well as finding and compiling data for audits and becoming familiar with information requirements.
Only those regulatory requirements imposing administrative burden are within scope of the Administrative Burden Baseline initiative. The findings reported below include consideration of documents (for examples, a manual or external standard) and forms incorporated by reference into the Regulations, if they impose administrative burden on business.
The Administrative Burden Baseline initiative complements the One-for-One Rule regulatory reform. The One-for-One Rule restricts the growth of administrative burden by ensuring that new administrative burden on business introduced by a regulatory change is offset by an equal decrease in administrative burden on business from existing regulations. It also controls the number of regulations by requiring the repeal of at least one existing regulation every time a new one imposing administrative burden on business is introduced. So, while the Administrative Burden Baseline initiative and the One-for-One Rule are both related to administrative burden, the purposes they each serve are different.
All federal regulations that are administered by the Canadian Food Inspection Agency (CFIA) that have requirements that impose administrative burden on business are identified below. The count is based on the Regulations administered and enforced by the CFIA as at June 30, 2014. CFIA's total Administrative Burden Baseline count for 2014 is 10,989 and can be viewed on the June 30, 2014 Baseline Count page.
Note that the June 30, 2014 Baseline Count page will remain posted in the future, reflecting the CFIA's initial baseline count of requirements which impose administrative burden on business. The information will be updated and reported publicly every year following, allowing for year to year comparisons.
