Hatchery Program

In order to be compliant with the Service Fees Act (SFA), the Canadian Food Inspection Agency (CFIA) will begin adjusting its fees based on the Consumer Price Index (CPI) starting March 31, 2020, and on every March 31 going forward.

Poultry hatcheries are the first critical point of potential disease spread in a poultry production system. All breeder flocks supplying eggs to hatcheries are monitored by the CFIA through the hatchery program. Under the Health of Animals Act and the Hatchery Exclusion Regulations any person operating a hatchery in Canada that has an incubation capacity of 1,000 eggs or greater shall obtain a permit from the Minister of Agriculture and Agri-Food to operate a hatchery before incubating eggs from chickens, turkeys, game birds, ducks, and geese.

Requirements for the issuance of a permit

Under the Health of Animals Regulations (HAR) section 160, an application to operate a hatchery must be made to the CFIA before a hatchery can start operating.

Registration requirements are:

  1. A copy of the proof to operate a business (provincial or municipal authorization)
  2. The company's Articles of Incorporation, if applicable
  3. Letter from the provincial or municipal environmental agency stating that the hatchery complies with local codes of municipal sewage and septic systems
  4. A written Quality Management Program or Preventive Control Plan. A template is available from the Canadian Poultry and Egg Processors Council - Canadian Hatchery Federation or consult with your local CFIA Inspector. You may submit a draft copy to the Animal Health District Office at the start of the process but a final copy is required prior to the permit being issued
  5. Schematic diagram, drawn to scale, detailing the following:
    1. Site plan and building location including description of neighboring premises
    2. Floor plan showing clean and unclean areas including dimensions of rooms, position of doors, windows, stairways, drains, etc.
    3. Location of equipment
    4. Product flow
  6. Type of construction materials for floor, wall, ceiling, etc.; insulation materials etc
  7. Ventilation, heating and lighting systems
  8. Information on setter, hatcher, and other equipment
  9. Result of water potability analysis within the last 12 months
  10. Specifications regarding packaging materials (for example: boxes, chick pads, etc.)
  11. A fee will be charged for the application. Refer to the CFIA Fees Notice for current fees.

Once the facility has met all registration requirements, the application will be processed and a Permit to Operate a Hatchery (form CFIA/ACIA 1041) will be issued. Under HAR, section 79, (Pullorum and Fowl Typhoid), in order to keep the permit valid, the hatchery must submit to a CFIA approved laboratory, fluff samples or other samples that may be requested by the CFIA. Ventilation and sanitation requirements that must be maintained in a satisfactory manner can be found under the Hatchery Regulations. In addition, CFIA inspectors will make periodic inspections to all permitted hatcheries.
