Sanitary Requirements for Export of Caprine Semen from Canada to the United States of America
HA 1262 (Amended February 15, 2013)

1. The semen was collected from a buck maintained in an artificial insemination centre which is under official veterinary control.

2. At the time of the collection of the semen, the donor buck was found to be healthy and free of evidence of communicable disease.

3. As far as it has been possible to determine, the donor buck has not been exposed to any communicable diseases during the 60 days immediately preceding the collection of the semen.

4. The donor animals:

  1. Are permanently identified, to enable traceback to their establishment of origin;
  2. Have been kept since birth in establishments in which no case of scrapie had been confirmed during their residency;
  3. Neither showed clinical signs of scrapie at the time of semen collection nor developed scrapie between the time of semen collection and the export of semen to the United States;
  4. The dam of the semen donor is not, nor was not, affected with scrapie.

5. In the region where the semen originates:

  1. Scrapie is a compulsorily notifiable disease;
  2. An effective surveillance and monitoring system for scrapie is in place;
  3. Affected sheep and goats are slaughtered and completely destroyed;
  4. The feeding of sheep and goats with meat-and-bone meal or greaves derived from ruminants has been banned and the ban effectively enforced in the whole region.

6. The semen production centre is officially free of tuberculosis and brucellosis with dates of the last herd test conducted prior to the collection of the semen shown as follows:

  1. Tuberculosis space
  2. Brucellosis space

    with tests performed at space (name of federal laboratory.)

7. The donor buck described above and all other animals maintained at the semen production centre were subjected to testing for the following diseases with negative results within the six months preceding collection of the semen:

  1. tuberculosis - intradermal test with bovine PPD tuberculin;
  2. brucellosis - FPA or other test approved by the United States Department of Agriculture, Animal and Plant Health Inspection Services (APHIS) at the time of semen collection;
  3. leptospirosis - agglutination lysis test for L. pomona and L. sejroe;
  4. paratuberculosis - agar gel immunodiffusion or ELISA test;
  5. caprine arthritis encephalitis - ELISA test.

8. All health tests referred to in this certificate were conducted by Veterinary Officers of the Canadian Food Inspection Agency and all diagnostic tests were performed at approved laboratories.
