I hereby certify that following, after due enquiry and to the best of my knowledge and belief, the animals identified below comply with the following statements:
21.1 The countryFootnote 1, regionFootnote 1, or zoneFootnote 1 of Canada from which the animals originate and are exported, is officially free, in livestock, without vaccination, from the following contagious diseases:
- 21.1.1 foot-and-mouth disease;
- 21.1.2 rinderpest;
- 21.1.3 surra; and
- 21.1.4 contagious bovine pleuropneumonia.
21.2 The animals were:
- 21.2.1 born in the United States or Canada or were legally imported into Canada from a region recognized by the U.S. Department of Agriculture (USDA) as a region not restricted due to BSE, and have been under no movement restrictionsFootnote 2 or quarantineFootnote 2 within Canada or the United States for at least 60 days prior to importation into the United States.
- 21.2.2 Any animals imported from a third country (other than the USA), have been free of any import restrictions and able to move freely within Canada's national herd for a minimum of:Footnote 4
- 21.2.2.1 60 days prior to export if from a country recognized as free of FMD by the USDA-APHIS VSFootnote 4
- 21.2.2.2 90 days prior to export if from a country not recognized as free of FMD by the USDA-APHIS VSFootnote 4
- 21.2.3 born on or after March 1, 1999, which is the date determined by APHIS to be the effective enforcement of a ruminant-to-ruminant feed ban.
- 21.2.4 individually identified with a RFID or UHF ear tagFootnote 3, applied prior to each animal's entry into the United States. In addition to the RFID or UHF ear-tag, the animals exported are identified with a secondary dangle tag bearing a unique number which is also identified on the table above.
21.3 The animals are from a brucellosis-free province or territory or from a brucellosis free herd.Footnote 5
21.4 The animals have continuously resided in a tuberculosis (Mycobacterium bovis) free province or territory or region in Canada, or their U.S. equivalent e.g. tuberculosis accredited free or modified accredited advanced State or from a tuberculosis free herd;Footnote 5
21.5 I have inspected the animals and found them to be free from any evidence of communicable disease, and, as far as can be determined, they have not been exposed to any such disease during the preceding 60 days.
21.6 Any transport vehicles or containers in which the animals were loaded were cleaned and disinfected before loading.
21.7 The animals were handled during assembly and at the time of loading in accordance with Part XII of the Health of Animals Regulations and, when examined, they were fit for the entirety of the intended journey until unloading at the final destination.
21.8 Based upon information provided by the exporter, the animals will be transported by truck from the point of entry in the U.S., along the following route:
