Proposed document to be incorporated by reference – Tables of Maximum Nutrient Values for Feeds

This document was part of a consultation on proposed changes to the Feeds Regulations, which ran from June 12, 2021 to October 15, 2021. This consultation is now closed.

The Canadian Food Inspection Agency (CFIA) is proposing the Tables of Maximum Nutrient Values for Feeds to be incorporated by reference (IbR) into the proposed Feeds Regulations, 2022.

This IbR document contains the maximum values of macro minerals (for example, calcium, phosphorus), trace minerals (for example, zinc, copper) and vitamins (for example, vitamin A, vitamin D, vitamin E) allowed in the total diet for livestock.

Table 4 of Schedule I of the current Feeds Regulations provides a range of nutrients (minimum and maximum values) for complete feeds and was used to exempt complete feeds from product registration. As the proposed regulations use a different approach to exempting feeds from registration, the Table 4 values are no longer necessary. However to ensure the safety of feeds, the proposed IbR document sets maximum nutrient values. These are based on the total diet, and have been revised based on scientific literature and consultation with stakeholders. Since the maximum nutrient values for feeds are being proposed in an IbR document, they can be updated in a more timely manner as new scientific evidence becomes available.

Some values in this IbR document are still under discussion. These are indicated in the table, and include zinc values for starter swine, vitamin D values for layers (chickens), selenium values for fish and vitamin D values for fish. For these nutrients, comments received during previous consultations indicated that stakeholders desired higher values. However, higher values for some of these nutrients have potential food fortification or food safety implications. The CFIA will continue to work with Health Canada and industry to resolve these outstanding issues.
