The Canadian Food Inspection Agency's (CFIA) Evaluation Directorate is responsible for evaluating the relevance and performance of Agency programs, policies and initiatives. This effort supports informed decision-making and enhances performance and accountability.

The Evaluation Directorate is accountable to the CFIA's Evaluation Committee, chaired by the President. All evaluations must be reported to the Evaluation Committee and must be conducted in accordance with the Treasury Board's Policy on Evaluation. Evaluation projects are selected based on higher risk or significance during an annual Agency planning process, and then reflected in the Agency's Evaluation Plan, which is approved by the Evaluation Committee and the President.


The evaluation of the CFIA's Fertilizer Program was conducted during the 2012-2013 fiscal year. It focused on whether the program continued to meet its objectives in terms of making sure that fertilizer products are safe and labelled correctly. The findings helped inform proposed changes to the Fertilizer Regulations.

Key Findings

The report determined that the program remains necessary and meets the needs of stakeholders. It notes that the program is on track to transition away from measuring the efficacy of fertilizer and supplements to focusing on their safety to Canadians, animals and plants.

The report recommended that the program should align and prioritize its pre-market assessment and post-market monitoring activities. The CFIA committed to the following actions:
