About this consultation
The red pine scale (Matsucoccus matsumurae) is an invasive insect that feeds on the phloem tissue of certain pine species and can kill red pine (Pinus resinosa) trees of all ages within a few years of infestation. Native to Japan, the pest is established in several northeastern U.S. states and continues to spread. Red pine is an important tree species in Canada, both ecologically and economically. Red pine scale has not been detected in Canada. However, our assessments indicate that, if introduced, the pest could survive and establish in parts of Canada where suitable climatic conditions and host plants occur.
The movement of host pine plants and pine products, particularly red pine logs with bark originating from infested areas, represents a potential pathway for the introduction of red pine scale into Canada. To help prevent its introduction and protect Canadian forests, we are considering the regulation of red pine scale.
Who is the focus of this consultation
To help prevent its introduction and protect Canadian forests, we are considering the regulation of red pine scale and are seeking comments and feedback on the proposed risk management options from:
- industry
- stakeholders
- Indigenous Peoples
- trading partners
- other government departments and agencies (including provincial, territorial and municipal governments)
- all other interested parties
How to participate
A draft Risk Management Document (RMD) has been developed outlining proposed measures to help prevent the introduction and spread of this pest in Canada. Feedback received during the consultation will help inform our final decision on the proposed approach.
Comments will be accepted from August 24, 2026, to October 23, 2026 (60 days).

Next steps
We will review all comments and feedback received during the consultation period before making a final decision on the proposed risk management approach for red pine scale. We will communicate our decision and, if applicable, the timelines for implementing any resulting regulatory changes.
