About the consultation
We were seeking comments on the following 2 proposed new single ingredient feed (SIF) descriptions:
- pea processing residues dehydrated
- pea processing residues wet
Background
The Feeds Regulations, 2024 require a proponent to submit a pre-market application for new feed ingredients or SIFs that have been modified such that they differ from an approved SIF or SIFs that are for a new purpose. We evaluate the information in the application to establish that the SIF is safe, effective and labelled correctly.
Approved SIFs are listed and described in the Canadian Feed Ingredients Table which is incorporated by reference (IBR) into the Feeds Regulations, 2024. Our Incorporation by Reference Policy requires that a consultation be conducted before changes to IBR documents are made. Refer to Documents incorporated by reference under the Feeds Regulations, 2024 for additional information.
About the evaluation
Our Animal Feed Program (AFP) has completed a detailed evaluation of applications for the approval of 2 new SIFs: pea processing residues dehydrated and pea processing residues wet.
The evaluation considered information related to:
- the safety of feeding these SIFs to livestock with respect to animal health
- the safety of foods derived from livestock that eat these SIFs
- the safety of workers/bystanders exposed to these SIFs
- environmental safety
- the fit-for-purpose and efficacy of these SIFs for the intended livestock species
The results of our evaluation of available scientific data supports the safety and efficacy of pea processing residues dehydrated and pea processing residues wet and their intended purpose as source of protein and energy in feeds for swine and cattle.
Therefore, we recommend that pea processing residues dehydrated and pea processing residues wet be approved as new SIFs and added to the CFIT, accordingly.
Proposed SIF descriptions
We intend to add pea processing residues dehydrated under subclass 3.2.2 (Protein products and by-products – Cereals, pulses and legumes) of class 3 (Protein feeds) in part 1 of the CFIT with the following description:
Pea processing residues dehydrated
is the product obtained by mixing and drying the concentrated fibre fraction and the soluble protein fraction resulting from the wet milling of sound, cleaned, dehulled and dry milled field peas (Pisum sativum) following the removal of most of the starch and partial removal of the protein constituents.
This ingredient is approved for use as a source of protein and dietary energy in feeds for swine and cattle.
It shall be labelled with the following statement:
Caution/Précaution :
"Do not feed to pigs weighing less than 25 kg. / Ne pas servir aux porcs pesant moins de 25 kg."
It shall be labelled with guarantees for minimum percent crude protein, minimum percent total sugars, minimum percent total starch, maximum percent crude fibre, minimum percent crude fat, maximum percent ash and maximum percent moisture.
In addition, we intend to add pea processing residues wet under subclass 3.2.2 (Protein products and by-products – Cereals, pulses and legumes) of class 3 (Protein feeds) in part 2 of the CFIT with the following description:
Pea processing residues wet (or pea cream)
is the product obtained by mixing the concentrated fibre fraction and the soluble protein fraction resulting from the wet milling of sound, cleaned, dehulled and dry milled field peas (Pisum sativum) following the removal of most of the starch and partial removal of the protein constituents.
This ingredient is approved for use as a source of protein and dietary energy in feeds for swine and cattle.
If a preservative is used, it must be approved for use in livestock feeds, it shall be used at the approved rate and the common name or names shall be indicated on the label.
It shall be labelled with the following statement:
Caution/Précaution:
"Do not feed to pigs weighing less than 25 kg. / Ne pas servir aux porcs pesant moins de 25 kg."
It shall be labelled with guarantees for minimum percent crude protein, minimum percent total sugars, minimum percent total starch, maximum percent crude fibre, minimum percent crude fat, maximum percent ash and maximum percent moisture.
Ingredient numbers will be assigned when these 2 SIFs are added to the CFIT.
Additional information
Pea processing residues dehydrated and pea processing residues wet are similar to pea solubles (2-207-002) and pea pulp (2-207-003), but there were enough differences in the manufacturing processes and specifications to warrant new SIF descriptions. However, there are several similarities in the actual descriptions, the caution statement and required label guarantees between these 2 new proposed SIF descriptions and pea solubles and pea pulp.
In contrast to pea solubles and pea pulp, pea processing residues dehydrated and pea processing residues wet will be placed into class 3 (Protein feeds) of the CFIT as these 2 new proposed SIFs contain more protein than sugars and starches.
Pea processing residues dehydrated will be placed into part 1 of the CFIT as this is a dried SIF (low moisture content) and there are limited variations in the manufacturing process or contaminant profile.
Pea processing residues wet will be placed into part 2 of the CFIT because of the microbial safety concerns related to the high moisture content (maximum of 84%) of the final product.
There are no maximum inclusion rate restrictions found in these descriptions, but there is a caution statement that these SIFs and mixed feeds containing these SIFs cannot be feed to pigs weighing 25 kg or less.
These SIFs are intended to be used as a source of protein and a source of dietary energy in the feeds for swine and cattle.
Who was the focus of this consultation
Animal feed stakeholders, including:
- suppliers of feed ingredients
- commercial feed manufacturers
- feed importers, distributors and retailers
- industry associations
- other government departments
- international trading partners
- veterinarians
All comments were welcome from industry, governments, the public or other organizations or individuals.
Next steps
We will review all the comments received. If no significant scientifically valid concerns are raised, we will finalize the approval of pea processing residues dehydrated and pea processing residues wet and issue the approval to the applicant. If significant concerns are raised, we will evaluate the additional information and may, subject to the commenters' consent, forward the comments to the applicant for their response. A what we heard report that summarizes the feedback received will be prepared.
These SIFs will be added to the CFIT at the next update.
