To prevent the spread of Newcastle disease in Canada, we have established primary control zones (PCZs) in the areas where the disease has been detected.

Under the Health of Animals Act, permits are required for the movement of animals and things through a primary control zone.

Permits and conditions needed for movement control

Movements of birds, their products and by-products, as well as things exposed to birds cannot be moved into, out of, within, or through a primary control zone (PCZ) except by permission. There are 2 permits available, a general permit and a specific permit.

Domestic use (for personal use) and distribution of retail meat, meat products, fully cooked meat, egg product and processed egg are exempt from permitting requirements. The movement of pet birds within Canada, provided they are kept in a single household and have no direct or indirect contact with poultry, poultry facilities and other captive birds, is also exempt from permitting requirements.

Use the options below for information on the required permit along with conditions for the transportation of birds and by-products in the PCZ. Conditions of the movement are listed on the permit.

Note: the CFIA has the right to change any of the permit types or movement requirements at any time during the Newcastle disease outbreak without prior notice. It is the responsibility of the person planning the movement to obtain the most current movement requirements prior to moving the controlled commodities.

Prohibited movements

The movement of live day-old or mature poultry birds to an intermediate site (feed store, broker sales, fairs, or auction) out of or within the PCZ is prohibited.

What does your movement involve?

  • For movements of live poultry birds other than pigeons (chickens, turkeys, ducks, geese), their products (table eggs, egg products, hatching eggs, meat and meat products) or by-products (offal, deadstock, litter/manure) into, out of, within, or through a PCZ for Newcastle disease
  • For the movement of live poultry Columbiformes (pigeons used for food production) out of, into, or within a PCZ for Newcastle disease to slaughter or to another commercial poultry farm
  • For the movement of poultry Columbiformes (pigeons used for food production) hatching or fertilized eggs out of, into, or within a PCZ for Newcastle disease
  • For the movement of things in contact with poultry including feed and feed ingredients, poultry diagnostic samples, equipment, service personnel or other conveyances entering a poultry premises

Permit type: Specific Permit (Single Use)

Export is prohibited.

Movement permission request form must be submitted to CFIA a minimum of 5 days prior to scheduled slaughter date.

Testing and Flock Health Requirements

  • Movement of live mature or day-old poultry Columbiformes to another farm is prohibited off of a premises within 1km of an infected premises until 14 full days of surveillance have occurred in the zone.
  • Completed pre-movement testing within 96 hours of scheduled movement or dead bird surveillance (DBS) once in the 96 hours prior to movement.
  • Poultry slaughtered at a federal slaughter establishment must be inspected at the slaughter establishment by a federal inspector, or a veterinarian, to verify the health status of the poultry and to confirm that the shipment has arrived and has the proper documentation. Poultry and poultry meat products and by-products must be segregated and marked as ineligible for export according to CFIA requirements.

Destination Requirements (for the movement of live mature or day-old poultry Columbiformes)

  • In the 0-1 km from an infected premises, the movement onto a premises is prohibited until the disposal activities and viral load on the infected premises has been reduced to a level where the risk of transmission is considered to be negligible (e.g. compost pile is built, static and capped or covered, deep burial completed, or other disposal method completed).
  • If the premises already has birds on site, premises as a whole must have been in compliance with surveillance requirements for the respective zone.
  • Once placed, birds are subjected to the surveillance requirements for the zone.
  • Placement must occur into a fully confined barn.
  • For commercial, non-supply managed premises, SOPs for barn cleaning, barn preparation and biosecurity standard for the premises must be submitted to CFIA for review and approval (this activity only needs to occur once for the first placement on that premises).

Transportation Requirements

  • The shipment must be transported directly to regulated establishment for immediate slaughter.
  • The birds must not come in direct or indirect contact with other birds or animals.
  • Transport logs must be submitted to the CFIA Movement Control group upon request.
  • Transport vehicles and crates must be cleaned and disinfected immediately after use.

Biosecurity Requirements

  • A biosecurity standard operating procedure (SOP) for the catching crew must be submitted to CFIA for review and approval (this activity only needs to occur once if the operator uses the same catching crew).
  • A biosecurity SOP for the commercial transporter must be submitted to CFIA for review and approved (this activity also only needs to occur once if the operator uses the same transporter).
  • Biocontainment and biosecurity conditions as per reviewed protocol and general biosecurity and biocontainment requirements below are to be followed by all holders of licences or permits.

General Biosecurity and Biocontainment Requirements to be Followed by All Holders of Licences or Permits

Vehicle

  1. The vehicle must move directly to the premises of destination, unless otherwise specified in the licence or permit's conditions.
  2. Stops in the Primary Control Zone must be limited to (the) premises listed on the permit or, where applicable, to premises where a vehicle will be fully cleaned and disinfected.
  3. The driver should avoid driving over manure contaminated areas and use paved roads and surfaces where possible.
  4. As a vehicle enters a premises containing susceptible species that is located in a Primary Control Zone, all visible contamination with mud, slurry, animal feces, excretions or other similar matter must be cleaned.
  5. The vehicle and any contents which will leave the premises should, if possible, avoid contact with barns, buildings and paddocks or fields where animals of susceptible species and their products. If it is not necessary for the driver to exit the vehicle, they should remain in the cab.
  6. The interior of the vehicle should not have contact with soiled equipment, clothing or footwear. Remove personal protective equipment (eg gloves/coveralls/boots/treaders) and ensure hands are clean prior to entering the vehicle. Wet spray application of aerosol disinfectant (e.g. Lysol™) can be used to decontaminate the interior, floor mats and foot pedals of the vehicle cab once all organic material has been removed.
  7. As a vehicle leaves a premises containing susceptible species located in a Primary Control Zone, the vehicle must be parked on a large concrete surface or pavement close to the exit point of the farm to be cleaned. All visible contamination must be scraped or brushed off from the surfaces and wheels. The wheels, wheel arches, mudguards and undercarriage of the vehicle must be cleaned and then disinfectant must be applied to ensure the required contact time.
  8. After final unloading, all vehicles operating under this licence or permit must proceed directly to a destination where the vehicle and any containers that were used to transport (or had contact with) susceptible species, their products or by-products must be fully cleaned and disinfected as they leave a Primary Control Zone or prior to their next delivery or collection run if that destination is located in a Primary Control Zone.
  9. Anything to be disinfected under this licence or permit shall be disinfected after cleaning has been completed, using a disinfectant bearing a Health Canada Drug Identification Number (DIN) and a virucidal, or high level disinfectant, claim. Please note that the product must be used as directed by the manufacturer to achieve the label claim.

Personnel

  1. Must contact the owner prior to entering the premises and follow routine Biosecurity procedures.
  2. Must minimize the amount of equipment taken into the buildings.
  3. Must not enter or leave a premises with clothing and footwear visibly soiled with mud, animal feces or excretions, animal products, feathers, egg shells, hair, etc.
  4. Must avoid unnecessary contact with susceptible species, contact with buildings where they are kept and their contents, susceptible animal products, their by-products, or things used to care for them. This includes feed bins, service areas where products and by-products may be present.
  5. Must wear personal protective outerwear while performing activities on the premises, examples including but not limited to disposable coveralls, boot covers and gloves.
  6. Must disinfect all hand tools used on the premises after cleaning has been completed with approved disinfectants (example: Virkon and/or Accel). Product must be used as directed by the manufacturer to achieve the label claim.
  7. Must clean and disinfect boots. If disposable protective outerwear were used, they must be removed, sprayed with disinfectant to ensure the required contact time and discarded in a garbage receptacle on the premises.
  8. Must remove personal protective equipment prior to entering the vehicle.
  9. Must leave all disposable garbage on the farm at a designated place.

General

  1. Disposal of Personal Protective Equipment: Unless there is an established place and procedure to properly dispose of Personal Protective Equipment, the materials should be left on farm or premises to be disposed of.

 The movement is prohibited.
