Oman – Export requirements for milk and dairy products

1. Eligible/ineligible product

1.1 Eligible

It is the responsibility of the exporter to confirm with the importer that the product can be exported and will be covered by the current certificate.

Examples of dairy products that have already been exported to Oman (OM):

  • yogurt
  • skim milk powder
  • whey products

1.2 Ineligible

No information is known regarding ineligible products.

2. Pre-export approvals by the competent authority of the importing country

2.1 Country

Canada is authorized to export dairy products

2.2 Establishments

No information is known regarding an approved establishment list.

The manufacturing of dairy products must be under the official oversight of the Canadian Food Inspection Agency (CFIA) and be licensed under the Safe Food for Canadian Regulations (SFCR).

2.3 Products

No information is known regarding products registration.

2.4 Import permit

An import permit is required and must be obtained prior to the export of dairy products. The exporter should work with the importer to ensure that all conditions of the permit are met.

3. Product specifications

No information is known regarding product specifications. Microbiological requirements and maximum residue limits in Oman may differ from those in Canada. Failure to comply with these standards could result in a shipment being rejected at the border control port.

4. Production controls and inspection requirements

The manufacturer must be aware of the standards and requirements of the importing country. An export control plan must be in place to demonstrate that your products meet the requirements of the importing country.

A pre‑shipment inspection must demonstrate that the products show no signs of adulteration or alteration and that they are in optimal conditions of conservation.

Manufacturer's declaration

  • All export requests for milk and dairy products must be accompanied by a manufacturer's declaration completed and signed by an authorized person of the food manufacturing establishment/facility
  • To request a template of the Manufacturer's declaration (accessible only on the Government of Canada network – RDIMS 15576674), contact your local CFIA office
  • The product(s) must be clearly identified on the manufacturer's declaration and match exactly the product(s) that are part of the export shipment.
  • Note: Inspectors will verify that the manufacturer's declaration is completed appropriately and reserve the right to request any other information that they think is necessary for the final certification of the product.

Certification requirements

The health certificate TS.OM contains animal health and public health requirements.

Animal health attestations

Statement 1: is met as long as Canada's disease‑free status with respect to foot and mouth disease, rinderpest, bovine brucellosis, and tuberculosis remains unchanged with the World Organisation for Animal Health (WOAH). These diseases are reportable in Canada under the Health of Animals Act.

Statement 2: is met given that the shipment of dairy products is accompanied by certification that complies with the certification principles of the CFIA and WOAH.

Public health attestations

Statement 1: is met based on Canadian regulations.

Statements 2, 3, 4, and 5: are met by the Safe Food for Canadians licence holder, who has implemented a written preventive control plan and a traceability system. The exported products are manufactured in a facility under CFIA oversight. A pre‑export inspection must demonstrate the conformity of the products.

Statement 6: is met based on Canadian regulations.

Statement 7: dairy products manufactured in Canada and intended for the Omani market are subject to pasteurization or to any combination of control measures with equivalent level of performance, in accordance with the recommendations of the World Organisation for Animal Health and/or as specified in the Codex Alimentarius code of hygienic practice for milk and milk products.

Statement 8 and 9: are met based on Canadian regulations and the declarations provided by the Safe Food for Canadians licence holder.

Imported dairy ingredients

The use of imported dairy ingredients from certain countries may limit the ability to export to Oman. The exporter must provide CFIA with the appropriate certificates of analysis and any applicable documentation (official documentation from the competent authorities) for the imported dairy ingredients.

5. Labeling, packaging and marking requirements

It is the exporter's responsibility to meet all labelling, packaging and marking requirements of the importing country. The following labelling requirements should be considered when exporting dairy products to Oman:

  • product name
  • production date
  • expiration date
  • country of origin
  • name and address of the manufacturer
  • net weight in metric units
  • list of ingredients
  • labelling in Arabic

6. Required documents

Canada has a negotiated certificate with Oman. Request for any additional statements must be confirmed by CFIA's Food Import Export Division (FIED).

Health certificate for the export of milk and/or dairy products for human consumption from Canada to Oman (TS.OM)

Note

  • The health certificate TS.OM is signed by the CFIA official veterinarian and official inspector
  • The health certificate is written in 2 languages: English and French
  • Halal certification is required
    • The importer and exporter are responsible for providing the required halal certification for exported dairy products
    • The CFIA is not involved in the halal certification
  • A radioactivity certificate may be required depending on the type of dairy product being exported
  • Export certificates cannot be issued for products that have left Canada

7. Other information

Oman is a member of the Gulf Cooperation Council (GCC) and may adopt the standards established by the Gulf Standardization Organization (GSO).

Samples (personal or commercial) of dairy products may be subject to the same requirements as a regular shipment. Exporters are strongly advised to verify these requirements with their importer.

A certificate of origin (CO) could be requested during the import control procedure at the border inspection posts. The CO is issued by chambers of commerce.

Exported products transiting through a country may require transit documentation. It is the exporter's responsibility to ensure their shipment will be accompanied by all necessary certificates. Work closely with your importer.
