The CFIA is committed to advancing the Government of Canada's priorities and goals on sustainable development and climate action, including environmental and socio-economic goals to:
- reduce waste and transition to zero-emission vehicles
- reduce risks posed by climate change to federal assets, services and operations
- integrate climate change and economic considerations into national policies, strategies and planning
- identify and adopt measures to manage financial risks and opportunities related to climate change
- transition the procurement of goods and services to net-zero emissions by 2050
- support a healthier and more sustainable food system
- protect the health of Canadians and animals through the surveillance, prevention and control of terrestrial and aquatic animal diseases
- protect and recover species, conserve Canadian biodiversity
- support the implementation of the United Nations Declaration on the Rights of Indigenous Peoples Act

Canada's 2030 Agenda National Strategy
In 2015, Canada and all United Nations Member States adopted the 2030 Agenda for Sustainable Development (the 2030 agenda); a shared blueprint for partnership, peace and prosperity for all people and the planet, now and into the future. The 2030 agenda focuses on the commitment to leave no one behind. At the heart of this agenda lies the 17 Sustainable Development Goals (SDGs) that aim to address today's social, economic and environmental challenges.
Canada's 2030 Agenda National Strategy sets out an approach to accelerate progress towards meeting the SDGs in Canada and contribute to their achievement internationally. The CFIA's contributions to the 2030 agenda are described in the Departmental Sustainable Development Strategy and Canada's Federal Implementation Plan for the 2030 Agenda.
Greening Government Strategy
The Greening Government Strategy is the Government of Canada's approach to meeting or exceeding national climate objectives in our operations, consistent with the overall direction on climate change.
The objective of the Greening Government Strategy is for Government of Canada's operations to be net-zero emissions by 2050 and to enhance climate resilience by 2035, while also reducing environmental impacts beyond carbon, including on waste, water and biodiversity. The CFIA's contributions to the Greening Government Strategy are described under the Government of Canada's Greenhouse Gas Emissions Inventory and in our Departmental Sustainable Development Strategy.
National Adaptation Strategy
Canada's National Adaptation Strategy provides a roadmap for whole-of-society action on adaptation that will help prepare communities for the impacts of climate change. The strategy lays out a vision for a resilient society and identifies goals, objectives and targets in 5 key systems that affect the daily lives of Canadians:
- disaster resilience
- health and wellbeing
- nature and biodiversity
- infrastructure
- economy and workers
The Government of Canada Adaptation Action Plan outlines how the federal government is contributing to implementing the National Adaptation Strategy. It provides a framework to organize federal adaptation actions going forward. The Government of Canada is making targeted choices to help meet the strategy's goals and objectives, while respecting the federal government's role and authority for action.
Canadian Net-Zero Emissions Accountability Act
The Canadian Net-Zero Emissions Accountability Act describes the Government of Canada's commitment to achieve net-zero greenhouse gas emissions by 2050 and provides a framework of accountability and transparency to deliver on it. The Act establishes a legally binding process to set 5-year national emissions-reduction targets as well as develop credible, science-based emissions-reduction plans to achieve each target. Section 23 of the Act requires the Minister of Finance to prepare an annual report on climate change. The report must identify the measures the federal government is taking to manage financial risks and opportunities related to climate change.
Strategic environmental and economic assessment (SEEA)
The Cabinet Directive on Strategic Environmental and Economic Assessment (SEEA) is an analytical tool focused on the potential environmental and economic considerations of key government decisions, with a special focus on climate change and biodiversity. SEEA complements other key analytical tools, including:

- Cabinet Directive on the Federal Approach to Modern Treaty Implementation
- Federal Sustainable Development Strategy
Objectives include:
- enhancing understanding and integration of expected environmental and economic effects of proposals
- minimizing harms and maximizing benefits for the environment and the economy
The CFIA is required, under the Cabinet Directive, to issue a public statement of environmental and economic effects for all proposals for which the Agency has conducted detailed analysis.
