Scenario A
Shipment was in transit and did not reach country of destination or was off loaded at a port of transit but original seal is intact.
- Seal and container numbers must be verified at first seaport of entry in Canada by CFIA or CBSA
Note: Letter from exporter must accompany providing reason(s) for return of the shipment, name of the city/ country where currently the container is and that the shipment has the original Canadian seal.
- CFIA must approve the return and issue a permit before the shipment can be returned to Canada. The seal number that is on the return shipment must appear on the import permit.
Scenario B
Shipment refused on arrival and remained at point of entry under official control of importing country (customs, agriculture)
Note: Original seal intact.
- Foreign Government Official Declaration for Exported Canadian Meat Products Returned to Canada with Section 1 completed must be submitted.
Note: Letter from exporter must accompany providing reason(s) for return of the shipment, name of the city/ country where currently the container is.
- CFIA must approve the return and issue a permit before the shipment can be returned to Canada. The seal number that is on the return shipment must appear on the import permit.
Scenario C
Shipment was in transit and did not reach country of destination and seal was broken at port of transit by a competent authority or a third party officially recognized by the competent authority and a new official seal has been placed.
- Foreign Government Official Declaration for Exported Canadian Meat Products Returned to Canada with Section 1 completed must be submitted. CFIA must approve return and issue a permit before the container can be returned to Canada.
Note: Letter from exporter must accompany providing reason(s) for return of the shipment, name of the city/ country where currently the container is.
- If CBSA breaks the seal, the new seal number must be identified on a CBSA official document or
- In the case where the CCA seal is applied in the US, identified on the Transport and Entry form No 7512 or
- Any seal change by any other competent authority must be confirmed via official documentation
- CFIA must approve the return and issue a permit before the shipment can be returned to Canada. The seal number that is on the return shipment must appear on the import permit.
Scenario D
Shipment left point of entry and was refused at the receiving establishment. The shipment remained under official control of importing country at all times. If seal change occurred, it was documented as per scenario C above.
- Shipment remained under official control of importing country at all times. Foreign Government Official Declaration for Exported Canadian Meat Products Returned to Canada with Section 1 completed must be submitted. CFIA must approve return and issue a permit before the container can be returned to Canada.
- Consideration to authorize a return under this provision will only be given to Canadian meat and /or meat products that are in their original sealed and undamaged packaging. Any packaging that has been opened (for example, for sampling) must have occurred under the control of, or by, the CCA of the re-exporting country and documented accordingly.

- CFIA must approve the return and issue a permit before the shipment can be returned to Canada. The seal number that is on the return shipment must appear on the import permit.

CFIA authorization
Product may be returned to Canada under the following conditions
- Only intact, sealed, clean, undamaged shipping containers are permitted to be returned to Canada.
- Exporter letters for Scenarios A, B, C or D (in English or French).
- Foreign government official's declaration for exported Canadian meat products being returned to Canada for Scenarios B C or D (in English or French).
