Eligible

  • Beef and beef products including offal
    • from cattle of all ages
  • Pork and pork products including offal
  • Poultry meat processed to inactivate avian influenza virus

Ineligible

  • Poultry meat – Avian influenza: the importation of poultry meat not processed to inactivate the avian influenza virus is prohibited
  • Meat products stored for greater than 6 months at −18°C, counted from the date of slaughter to the port of entry in Indonesia

Pre-export approvals by competent authority of importing country

Establishments

Beef and pork establishments must receive prior approval from Indonesian authorities.

Indonesia follows 3 steps process for approval of Canadian meat establishments: application submission, desk review and on-site inspection and verification. The following application forms must be used:

  • Annex C

    Application form for ruminant slaughterhouse and meat processing plant approval in country wishing to export meat and meat products to Indonesia must be completed along with Annex I – Application for establishment approval for bone-in beef access to Indonesia. An onsite audit may be required for approval.

  • Annex D

    Application forms for pig slaughterhouse and pork meat processing plant approval in country wishing to export pork meat and meat products to Indonesia, must be completed along with Annex I – Application for establishment approval, for pork access to Indonesia. An onsite audit may be required for approval.

Production controls and inspection requirements

There are currently no specific production controls and inspection requirements.

Labelling, marking and packaging requirements

The container for transporting meat and edible offal from the country of origin shall be sealed with a Canadian Food Inspection Agency (CFIA) official seal under the supervision of the CFIA.

Documentation requirements

Certificate

Certificate of Inspection Covering Meat Products (CFIA / ACIA 1454) must be issued for all meat and meat products destined to Indonesia. In addition:

  • for beef and beef products, Annex A must be issued
  • for pork and pork products, Annex B must be issued

    Note: the import recommendation number must be mentioned in the "Additional Certification" section of CFIA / ACIA 1454 for all meat and poultry products destined to Indonesia and in the annexes.

Other information

Only meat products derived from animals slaughtered in keeping with Islamic rites and certified accordingly by an accepted Islamic Association may be exported. The exporter and importer are responsible to supply the required halal certification. Currently, the following halal certification bodies are recognised by Indonesia:

  • Islamic Food and Nutrition Council of Canada (IFANCC)
  • Halal Montreal Certification Authority (HMCA)

The exporter and importer are responsible to ensure that the products are labelled in accordance with all Indonesian labelling requirements applicable at the time of importation, to the satisfaction of Indonesian authorities. Examples include the: the halal label, requirement to indicate the destination country (Indonesia), the date of slaughter and production; and best before date on the shipping container; requirement to label in both English and Bahasa Indonesia; etc.

The imported meat and edible offal shall be shipped directly from the country of origin to the port of entry in Indonesia, except if approved otherwise by the Directorate General of Livestock Services of the Ministry of Agriculture of Indonesia.

Exporters must be aware that effective October 6, 2024, Indonesian Quarantine Agency's (IQA) requires that the exporters must submit a Prior Notice (K-1.2) before shipping animal and animal products (including meat and meat products), into Indonesia via an online portal. The user manual is available at the portal itself.

Meat and meat products shall not be transported in the same container as non-halal certified animal products.

The container sealed with a CFIA official seal could only be opened by the authorized Animal Quarantine Officer at the port of entry. 

During transportation, the temperature in the container shall be kept stable. 

As per the decree BPJPH Decree No.77 Year 2023: Guidelines for Implementing a Halal Product Assurance System in Slaughtering Ruminants and Poultry, only non-penetrative mechanical stunning and electric stunning are permitted.

Processed meat products have to be registered with the Indonesian authority. For Further information, exporters could write to:
