Indonesia – Export requirements for milk and dairy products

Eligible

The following HS codes (as per the Harmonized Commodity Description and Coding System (HS)) are examples of dairy products and their processed products that may be eligible for export to Indonesia: 0401, 0402, 0403, 0404, 0405, 0406, 1901, 2105, 3501 and 3502. However, this should be confirmed by the importer upon obtaining the import permit from the competent authorities.

2. Pre-export approvals by competent authority of importing country

Establishments

Dairy establishments must be under the official oversight of the Canadian Food Inspection Agency (CFIA) and be licensed under the Safe Food for Canadian Regulations (SFCR).

Dairy establishments wishing to export to this country must obtain prior authorization from the Indonesian authorities. The questionnaire « Application forms for dairy establishment approval in country wishing to export milk products to Indonesia » from the DGLAHS must be completed for this purpose. Please request this questionnaire from your importer and ensure that it is the most recent version. Once the questionnaire is completed in English, it should be sent with other pertinent documents to the local office of the CFIA for review and signature. The inspector will submit the package to the Food Import Export Division (FIED) following the Operational procedure: Procedure for maintaining food export eligibility lists. FIED will take care of forwarding the package to Canadian embassy.

The manufacturer will have to pay a fee for the registration process (approximately $1500 CAD) prior to the review of the documents by the Kesmavet (Directorate at the DGLAHS) expert's committee. For the next steps on the registration process, please contact the Canadian embassy in Jakarta. The collaboration of the importer on site is also strongly recommended.

Approved dairy establishments are listed on the website of the Directorate General for Livestock and Animal Health Services (DGLAHS). This list as well as its internet link are currently not accessible. It is the exporter's responsibility to ensure that the establishment is listed.

Note: The registration process can take a year or more. The establishment can start export to Indonesia once it is approved by DGLAHS. Any approved establishment may be subject to an on-site audit by the competent Indonesian authorities.

Products

Product registration is required when applying for establishment approval / import permit.

Halal certification requirements

Dairy products imported into Indonesia must be halal. The halal certificate must be issued by a halal certification body recognized by the Indonesian authorities. CFIA is not involved in the halal certification process.

Import permit

Consignments of milk or milk products must be accompanied by a valid import permit issued by the Ministry of Trade. This permit requires an import recommendation from the Ministry of Agriculture. The recommendation number should be included on the heath certificate accompanying the shipment of dairy products.

Note: In order to obtain the import recommendation, a halal certificate issued by entities recognized by the halal Authority of Indonesia is required.

3. Production controls and inspection requirements

The manufacturer must be aware of the standards and requirements of the importing country. A specific procedure must be in place.

If applicable, the importer and exporter are responsible for providing the required halal certification for exported dairy products. Indonesia may require that this certification be issued by entities recognized by the halal Authority of Indonesia. CFIA is not involved in the halal certification process.

Manufacturer's declaration

  • All export requests for milk and dairy products must be accompanied by a Manufacturer's declaration completed and signed by an authorized person of the food manufacturing establishment/facility.
  • To request a template of the manufacturer's declaration, please contact your local CFIA office.
  • The product(s) must be clearly identified on the manufacturer's declaration and match exactly the product(s) that are part of the export shipment.

Note: Inspectors will verify that the manufacturer's declaration is completed appropriately and reserve the right to request any other information that they think is necessary for the final certification of the product.

Certification requirements

Animal health attestations:

  • The animal health requirements on the health certificate CFIA/ACIA 5813 are met based on Canadian regulations.

Public health attestations:

  • The public health requirements on the health certificate CFIA/ACIA 5813 are met based on Canadian regulations.

4. Labelling, packaging and marking requirements

It is the exporter's responsibility to meet all the requirements for labelling, packaging and marking requirements as per the importing country. The following labeling requirements should be considered when exporting dairy products to Indonesia:

  • Country of destination
  • Name and address of the establishment
  • Establishment approval number
  • Production date
  • Expiry date
  • Amount, type, and specification of the animal products
  • List of ingredients
  • Halal mark, in accordance with the legislation of Indonesia
  • Lot number

5. Documentation requirements

Canada does not have a negotiated certificate with Indonesia. The health certificate below is issued on the basis of commercial risk.

Certificate

Note:

  • The health certificate is signed by the CFIA official veterinarian and official inspector.
  • It is the responsibility of the exporter to check that the certificate above covers the requirements of Indonesia. Specific import conditions could be required. If this is the case, please forward these conditions to your local CFIA office who will forward them to the Food Import and Export Division for review and action if necessary.
  • Export certificates cannot be issued for products that have left Canada.

6. Other information

Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment will be accompanied by all necessary certificates.

Samples (personal or commercial) may be subject to the same requirements as a regular shipment. It is strongly recommended that the exporter verify these requirements with their importer.
