1. Purpose
This is to ensure that certified shipments from Canada are legitimate and do not involve fraudulent documentation and meet Russia import requirements. Therefore, only the officially recognized Russian sanitary certificate CFIA/ACIA 5561 (2008/10) will be issued for fish and fish products exported from Canada into the Russian Federation.
2. Scope
The Russian Federal Service for Veterinary and Phytosanitary Surveillance (FSVPS) has asked CFIA that certified consignments of fish exported from Canada to Russia are accompanied by authentic CFIA certificates. The implementation of a new certificate with enhanced security features is necessary to allow Canadian exporters to maintain market access to the Russian Federation.
3. Request for a Russian certificate
3.1. Certificates for fish exported from Canada to Russia can be requested by e-mailing a completed PDF template of the certificate to your CFIA inspection office.
3.2. The template of the Sanitary Certificate for Fish, Seafood and Products of their Processing Intended for Human Consumption, Exported from Canada into the Russian Federation (CFIA/ACIA 5561) can be found under the Certification Requirements for Russia
3.3 Adobe Acrobat Reader version 8.0 or higher is required to complete the PDF template with the required information. This is to ensure that the information entered in the PDF template can be saved and sent by e-mail to CFIA. If you have an older version of the Adobe Acrobat Reader (e.g. version 7.0), please go to the Adobe website to download a free copy of their latest version.
3.4 Complete the PDF template as per section 4.
3.5 Review the content of the PDF template to ensure the information entered is accurate. It is the responsibility of the exporter to ensure the template is accurately completed.
3.6 Save the completed PDF template.
3.7 Attach the completed PDF template to an email and send it to your local CFIA office. CFIA will not accept a scanned version of the PDF template.
3.8 CFIA upon receipt of your completed PDF template will print the template certificate on the security paper.
3.9 CFIA will advise the requesting company when the certificate is ready.
4. Completion of the PDF template of the Russian certificate
4.1 Data entry instructions
Section 1.
- Box reference 1.1: Name and address of consignor: Complete name and address of the company exporting the consignment to Russia.
- Box reference 1.2: Name and address of consignee: Complete name and address of the company in Russia to whom the consignment is being sold.
- Box reference 1.3: Means of transport: Indicate the Means of Transport (e.g. truck, flight-number, name of the ship etc.)
- Box reference 1.4: Date of departure: Select from the drop down menu the actual date that the consignment was exported from Canada
- Box reference 1.5: Place of loading: City and province where the consignment was loaded (e.g. Halifax, Nova Scotia).
- Box reference 1.6: Country of transit: The consignment passing through a country while travelling from the country of departure to the country of destination.
- Box reference 1.7: Certificate No.: This field is not fillable. CFIA certificate number will only appear once the content of the certificate gets printed on the security paper by CFIA. This field is to be left blank.
- Box reference 1.8: Country of origin: Canada is set as the default
- Box reference 1.9: Region of origin: Indicate the FAO Fishing Areas.
- Box reference 1.10: Use the drop down menu to select either one.
- Box reference 1.11: Use the drop down menu to select either one.
- Box reference 1.12: Point of crossing the border of the Russian Federation: The name of the Russian city where the consignment will clear customs entry.
Section 2. Identification of products
- Box reference 2.1: Name of the product: provide the common name of the fish species and presentation form (e.g. mackerel fillets)
- Box reference 2.2: Species (scientific name): The scientific name must be given including the genus and species of the fish.
- Box reference 2.3: Nature of commodity: Specify if the fish is from aquaculture or wild origin
- Box reference 2.4: Treatment type: Indicate how the fish is initially processed (e.g. live, raw, chilled, frozen, dried or retorted). Further describe any additional treatment the fish product may have undergone (e.g. blanched, partially cooked, pasteurized, cooked, smoked etc.)
- Box reference 2.5: use the appropriate HS codes: 03.01, 03.02, 03.03, 03.04, 03.05, 03.06, 03.07, 05.11.91, 15.04, 15.18.00, 16.03, 16.04, 16.05.
- Box reference 2.6: Date of production: Date the product was processed. Provide the date in the following format (yyyy/mm/dd).
- Box reference 2.7: Type of package: e.g. carton, plastic bag etc.
- Box reference 2.8: Number of packages: number of cases x units per case (e.g. 1000 cs x 15)
- Box reference 2.9: Net weight (kg): total of the number of cases x units per case (e.g. 15000 kg)
- Box reference 2.10: Identification of container/seal number: only where applicable.
- Box reference 2.11: Conditions of storage and transport: e.g. frozen, refrigerated etc.
Section 3. Origin of products
- Box reference 3.1: Name and registration number and address of establishment, factory vessel, cold store, approved for export by the competent authority in Canada: It is possible to enter multiple establishment information if applicable. Enter the information as per the list of approved establishment.
