The Canadian Food Inspection Agency (CFIA) has authorized the following laboratories to provide grain testing services as part of the (Recognition of Export Grain Analysis by Authorized Laboratories) REGAL program. REGAL laboratories are permitted to test for live insects and percentage soil for shipments to any country and/or detection of weed seeds on the REGAL weed seed list). Exporters are responsible to ensure their grain has had the correct testing to meet the importing country's requirements.

Becoming an authorized REGAL laboratory
Authorized REGAL laboratories provide live insect and percentage soil and/or detection of weed seeds analytical services for a fee to support the issuance of phytosanitary certificates for grain exports. The REGAL program is consistent with other alternative service delivery arrangements where laboratories provide testing services for a fee, such as the CFIA's Seed Laboratory Accreditation and Audit Protocol (Seed LAAP). The Seed LAAP is a long-standing CFIA-administered program where private laboratories carry out tests for seed certification.
The CFIA has testing protocol and program documentation that defines the testing requirements for this program. Accredited seed laboratories or ISO/IEC 17025 laboratories that want to participate will be expected to implement the required testing protocol and program requirements.
The CFIA oversees the REGAL program and authorizes laboratories to participate.
