1. Eligible/ineligible product
The export certificates for milk and dairy products refer to a list of Harmonized System (HS) code(s). It is the responsibility of the exporter to ensure that the product being exported will be covered by the certificates issued by the Canadian Food Inspection Agency (CFIA).
1.1 Eligible
As per the list of HS codes found on the sanitary certificate templates.

2. Pre-export approvals by competent authority of importing country
2.1 Country
To export milk and dairy products to Serbia, the exporting country must be on the list of authorized third countries. Canada is authorized to export dairy products.
2.2 Establishments
This country requires that the manufacturer be on a list of approved establishments. Furthermore, Türkiye has adopted the requirements of the European Union. See the link of the European Union for further dairy export requirements.
The manufacturing of dairy products must be under the official oversight of the Canadian Food Inspection Agency (CFIA) and be licensed under the Safe Food for Canadian Regulations (SFCR).
2.3 Products
No information is known regarding products registration.
2.4 Import permit
No information is known regarding the requirement for an import permit.
3. Product specifications
Microbiological requirements and maximum residue limits in of Serbia may differ from those in Canada. Failure to comply with these standards could result in a shipment being rejected at the border control port.

4. Production controls and inspection requirements
The manufacturer must be aware of the standards and requirements of the importing country. An export control plan must be in place to demonstrate that your products meet the requirements of the importing country.

Health certificates of Serbia contain animal health and public health requirements.
5. Labelling, packaging and marking requirements
It is the exporter's responsibility to meet all labelling, packaging and marking requirements of the importing country. The exporter must work closely with the importer to ensure the compliance of their products. The labelling activity must be conducted in the approved establishment.
6. Required documents
Canada does not have negotiated certificates with Serbia. This country has developed certificates for the importation of dairy products based on the European Union requirements. Requests for any additional statements must be confirmed by CFIA's Food Import Export Division (FIED).
As a manufacturer/exporter and in order to facilitate the certification process, it is important that you are familiar with the content of parts I and II of the Serbia models certificates.
It's the responsibility of the applicant to choose a model health certificate that corresponds to the product intended for export and to provide the inspector with the information entered in Part I. Details of dispatched consignment of the certificate.
The health certificates below cannot be used for the export of colostrum or colostrum-based products.
Health certificates should be completed in accordance with EU guidelines.
If a container is used to ship the products, it is mandatory that the exporter provides the container and seal number in Part I: Details of dispatched consignment.

- Health certificate for milk and dairy products intended for human consumption that must undergo a pasteurization treatment for Import into or transit through the Republic of Serbia – Dairy Products – Model PT. (CFIA/ACIA FA1062)
- Health certificate for milk and dairy products for human consumption which must undergo a special risk-mitigating treatment other than pasteurization intended for Import into or transit through the Republic of Serbia Dairy Products – Model ST. (CFIA/ACIA 1063)

- The health certificates are signed by the official veterinarian
- Health certificates are written in three languages: Serbian, English, and French
- Export certificates cannot be issued after the products have left Canada
7. Other information
Exported products transiting through a country may require transit documentation. It is the responsibility of the exporter to ensure that the shipment will be accompanied by all necessary certificates. Please work closely with your importer.
Samples (personal or commercial) of products may be subject to the same requirements as a regular shipment. A special import permit could be required. It is strongly recommended that the exporter verify these requirements with their importer and/or with the border control post where the products will be shipped.
